Taking Chances offers a wide-ranging exploration of the diverse challenges of Sandy and asks if this massive event will really change how coastal living and development is managed. Bringing together leading researchers—including biologists, urban planners, utilities experts, and climatologists, among others—Taking Chances illuminates reactions to the dangers revealed by Sandy. Focusing on New Jersey, New York, and other hard-hit areas, the contributors explore whether Hurricane Sandy has indeed transformed our perceptions of coastal hazards, if we have made radically new plans in response to Sandy, and what we think should be done over the long run to improve coastal resilience. Surprisingly, one essay notes that while a large majority of New Jerseyans identified Sandy with climate change and favored carefully assessing the likelihood of damage from future storms before rebuilding the Shore, their political leaders quickly poured millions into reconstruction. Indeed, much here is disquieting. One contributor points out that investors scared off from further investments on the shore are quickly replaced by new investors, sustaining or increasing the overall human exposure to risk. Likewise, a study of the Gowanus Canal area of Brooklyn shows that, even after Sandy swamped the area with toxic flood waters, plans to convert abandoned industrial lots around the canal into high-density condominiums went on undeterred. By contrast, utilities, emergency officials, and others who routinely make long-term plans have changed operations in response to the storm, and provide examples of adaptation in the face of climate change. Will Sandy be a tipping point in coastal policy debates—or simply dismissed as a once-in-a-century anomaly? This thought-provoking collection of essays in Taking Chances makes an important contribution to this debate.

Among weather hazards, hurricanes account for over half of the total damage inflicted. Despite their destructive power, certainty of future occurrence, and advances made during the past decade in meteorological understanding and prediction, still relatively little is known about the most important aspects of hurricanes from an integrative perspective, including their internal dynamics and interactions with the larger-scale atmosphere and ocean; methods for quantifying and conveying uncertainty and mitigating hurricane impacts; associated short and long term consequences on the natural and built environment; and the manner in which society responds before, during, and after landfall. In this document, the Board presents an agenda for action--a National Hurricane Research Initiative (NHRI)--that will provide urgently needed hurricane science and engineering research and education that engages relevant agencies across the Federal government; involves industry, academia, and other levels of government; establishes highly focused priorities; strengthens disciplinary research; creates multidisciplinary frameworks for studying the hurricane in an integrative fashion; and stimulates the efficient transfer of research outcomes to operational practice. Book excerpt: On October 29, 2012 multiple weather systems - including Hurricane Sandy - collided over the most densely populated region in the nation, with devastating and tragic results. At least 159 people in the United States were killed as either a direct or indirect result of Sandy. More than 650,000 homes were damaged or destroyed and hundreds of thousands of businesses were damaged or forced to close at least temporarily. The power of nature was set loose on our nation's largest city and some of our smallest coastal towns, with results that would have previously seemed unimaginable. Lives were lost, millions of homes were upended, families were made homeless in a single night, and entire communities were in shock at the scale of the loss. The government's response began before the storm hit and by the day it made landfall more than 1,500 personnel from the Federal Emergency Management Agency (FEMA) were on the ground along the East Coast. Federal, State, and local emergency responders rescued and provided basic services to individuals, assessed damage, and began guiding families and businesses to the assistance available to help them get back on their feet. As of July 2013, FEMA and the Small Business Administration (SBA) had helped more than 270,000 individuals or households and 3,900 businesses to get back on their feet through $3.8 billion in SBA recovery loans and FEMA individual assistance. In recognition of the size and magnitude of the storm and the rebuilding challenges facing the region, President Obama signed an Executive Order on December 7, 2012 creating the Hurricane Sandy Rebuilding Task Force and designating the Secretary of Housing and Urban Development, Shaun Donovan, as Chair. The Federal Government's experience from previous disasters taught that it was vital to have a team focused exclusively on long-term rebuilding immediately after the storm hit; working in tandem with the elements of the National Disaster Recovery Framework (NDRF), the Task Force was established to ensure the recovery benefitted from cabinet-level focus and coordination. The President charged the Task Force with identifying and working to remove obstacles to resilient rebuilding while taking into account existing and future risks and promoting the long-term sustainability of communities and ecosystems in the Sandy-affected region. Task Force members assigned staff with a wide range of talent, skills, and experience from their agencies to develop a viable Rebuilding Strategy. The Task Force organized many multi-disciplinary teams (e.g., engineers, financial analysts, grant managers, urban planners, data system specialists, etc.) to study the critical inter-relationships of complicated states, communities, and systems. These teams built on, and incorporated contributions from, existing Federal, State, and local efforts to develop the Rebuilding Strategy. The Rebuilding Strategy includes 69 recommendations, across several policy areas, that are designed to align funding with local rebuilding priorities, eliminate barriers to recovery while ensuring effectiveness and accountability, coordinate across levels of government, facilitate a region-wide approach to rebuilding, and promote resilient rebuilding so that the region will be better able to withstand the impacts of existing risks and future climate change.

Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.

The storm made landfall in southern New Jersey on October 29, 2012, battering the densely populated New York and New Jersey region with heavy rains, strong winds, and record storm surges. The storm's effects were extensive, leaving more than 8.5 million customers without power, causing widespread flooding throughout the region, and contributing to acute fuel shortages in parts of New York and New Jersey. The storm damaged or destroyed hundreds of thousands of homes, caused tens of billions of dollars in damages, and killed at least 162 people in the United States. The Federal Emergency Management Agency (FEMA) coordinated a large-scale Federal response that contributed to the integrated, national effort to support affected states and communities. In the days before Sandy's landfall, FEMA worked closely with Whole Community partners— including all levels of government, private and nonprofit sectors, faith-based organizations, communities, and individuals—to prepare for the storm and anticipate survivor needs. The Agency pre-positioned commodities and assets, activated response centers, and deployed over 900 personnel ahead of Sandy's landfall. In the initial response to the storm, the Agency coordinated with its partners to provide Federal resources and to develop innovative solutions to address power restoration, transportation, fuel distribution, and housing needs. As recovery efforts began, FEMA continued to work with its partners to assist survivors and their communities. The Agency executed one of the largest deployments of personnel in its history, delivered over $1.2 billion in housing assistance to more than 174,000 survivors, and obligated over $800 million for debris removal and infrastructure restoration. Despite these successes, the response to Sandy also revealed notable challenges in how FEMA coordinates with its Federal partners, supports state and local officials and disaster survivors, integrates with the Whole Community, and prepares and deploys its workforce. Difficulties with issuing timely mission assignments, the implementation of incident management structures, and meeting survivor needs early in the response phase are examples of challenges that emerged during Sandy. Addressing these and other issues is a near-term priority for FEMA and its partners in order to improve response and recovery operations in future disasters. Ultimately, the Sandy experience demonstrated significant progress achieved in recent years, but also confirmed that larger-scale incidents will stress the Agency's capacity for effective response and recovery. This report was written following response and initial recovery efforts to Hurricane Sandy. Any recommendations or findings that result from other interagency Sandy-related efforts will continue to be reviewed. At the direction of FEMA Administrator Craig Fugate, the Agency established the Sandy Analysis Team to review all aspects of the Agency's preparations for, immediate response to, and initial recovery from the storm. This report contains the findings of that review. While FEMA coordinates disaster response and recovery efforts across the Federal Government and works closely with non-Federal Whole Community partners, this report focuses on identified strengths and areas for improvement within FEMA. The analyses detailed in the report concentrate on FEMA activities in New York and New Jersey, where the scale and severity of Sandy's impacts most stressed the Agency's capabilities. By examining the events in these states, the Agency can identify where and how it must improve.

This book makes the case that disaster recovery should be guided by a healthy community vision, where health considerations are integrated into all aspects of recovery planning before and after a disaster, and funding streams are leveraged in a coordinated manner and applied to health improvement priorities in order to meet human recovery needs and create healthy built and natural environments.
