At least 17.7 million individuals in the United States are caregivers of an older adult with a health or functional limitation. The nation's family caregivers provide the lion's share of long-term care for our older adult population. They are also central to older adults' access to and receipt of health care and community-based social services. Yet the need to recognize and support caregivers is among the least appreciated challenges facing the aging U.S. population. Families Caring for an Aging America examines the prevalence and nature of family caregiving of older adults and the available evidence on the effectiveness of programs, supports, and other interventions designed to support family caregivers. This report also assesses and recommends policies to address the needs of family caregivers and to minimize the barriers that they encounter in trying to meet the needs of older adults.

These caregivers play an essential role in caring for injured or wounded service members and veterans. This enables those for whom they are caring to live better quality lives, and can result in faster and improved rehabilitation and recovery. Yet playing this role can impose a substantial physical, emotional, and financial toll on caregivers. This report summarizes the results of a study designed to describe the magnitude of military caregiving in the United States today, as well as to identify gaps in the array of programs, policies, and initiatives designed to support military caregivers. Improving military caregivers' well-being and ensuring their continued ability to provide care will require multifaceted approaches to reducing the current burdens caregiving may impose, and bolstering their ability to serve as caregivers more effectively. Given the systematic differences among military caregiver groups, it is also important that tailored approaches meet the unique needs and characteristics of post-9/11 caregivers."--Abstract.

However, GAO previously reported that some VAMCs have struggled to manage the program’s workload. The VA MISSION Act of 2018 requires the expansion of program eligibility to veterans of all eras contingent upon implementation and certification of a new IT system. This report examines the extent to which VA 1) has established staffing requirements and has data to track program staffing; 2) monitors whether VAMCs are meeting departmental requirements for application review timeliness and required contacts; and 3) has implemented an IT system that fully supports the program. GAO is making three recommendations to VA to collect complete staffing data, establish a process to ensure the data are accurate, and establish an interim method for collecting system-wide data on required contacts and visits

Book excerpt: The Family Caregiver Program pays a monthly stipend to caregivers of enrolled veterans who meet eligibility requirements. To be eligible, veterans must have sustained or aggravated a serious injury in the line of duty on or after September 11, 2001, and need personal care services for supervision and protection or to help them with daily living activities. The OIG found that eligible veterans and their caregivers did not always receive consistent and appropriate access to the Family Caregiver Program. The OIG found that most veterans were made to wait too long for approval of their program enrollment applications. The VHA also did not consistently monitor and document the health and well-being of veterans discharged from the program. VHA failed to effectively run the Family Caregiver Program because it did not establish governance that promoted accountability for program management. As a result, medical facility directors operated the program without performance goals to evaluation application processing timeliness, the accuracy of initial program eligibility determination, and the consistency of monitoring enrolled veterans and their caregivers.
