Book excerpt: The United States must be prepared to operate in a range of complex environments to meet a range of security challenges and threats, such as humanitarian emergencies, terrorism and violent extremism, great power aggression, health security crises, and international criminal violence. This study focuses on these five functional security imperatives and illustrates each imperative through regionally or subnationally defined operating environments. The goal of the case studies is to characterize the operating environment, identify key tasks and responsibilities to address the security imperative, and develop a set of tools and policy recommendations for operating in those specific environments.

Book Managing Fragility and Promoting Resilience to Advance Peace Security and Sustainable Development

Download or read book Managing Fragility and Promoting Resilience to Advance Peace Security and Sustainable Development written by James Michel and published by Rowman & Littlefield. This book was released on 2018-01-25 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: “Fragility”—the combination of poor governance, limited institutional capability, low social cohesion, and weak legitimacy—leads to erosion of the social contract and diminished resilience, with significant implications for peace, security, and sustainable development. This study reviews how the international community has responded to this challenge and offers new ideas on how that response can be improved. Based on that examination, the author seeks to convey the importance of addressing this phenomenon as a high priority for the international community. Chapters explore the nature of these obstacles to sustainable development, peace, and security; how the international community has defined, measured, and responded to the phenomenon of fragility; how the international response might be made more effective; and implications for the United States.

Book New World Disorder

Download or read book New World Disorder written by David Hannay and published by Bloomsbury Publishing. This book was released on 2008-05-30 with total page 331 pages. Available in PDF, EPUB and Kindle. Book excerpt: The end of the Cold War triggered a historic shift in world politics, and nowhere was this more keenly felt than in the United Nations. This is an insider's account of that turbulent period. Lord Hannay, who, as Britain's representative to the UN, sat in the Security Council from the time of Saddam Hussein's invasion of Kuwait until the Srebrenica massacre in Bosnia (1990-1995), gives a first hand view of events as they unfolded. Just weeks after George H.W. Bush and Mikhail Gorbachev's historic handshake, the UN was being asked to repel the Iraqi invasion of Kuwait, to wind up a string of Third World proxy wars, and to find a solution to the challenges of environmental degradation and climate change. At first, the Five Permanent Members of the Security Council worked together to an unprecedented extent, with notable success. But as Hannay shows, little was done to prepare for the problems of state failure - in Somalia, in the former Yugoslavia, in Rwanda and in Afghanistan - which proved beyond the UN's capacity to handle and which frayed the solidarity of the main powers. Hannay subsequently joined the Secretary General's High Level Panel, and spearheaded the most ambitious attempt at reform of the organisation since it was founded in 1945. He recounts here with insight and candour why this programme came to be derailed. "New World Disorder" is an invaluable source of information for anyone seeking to understand the current structures, dynamics and trends of world politics. It is also a compelling account of one of the great turning points in world history, as seen from inside the eye of the storm
