Book Housing Issues in the 107th Congress

Download or read book Housing Issues in the 107th Congress written by and published by . This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Administration presented its FY2003 budget for the Department of Housing and Urban Development (HUD) on February 4, 2002 requesting $31.45 billion of budget authority, up by $1.3 billion from FY2002. Most programs are proposed at or near last year's funding levels, but several proposed cuts are controversial. The Public Housing Capital Fund would be reduced by $417 million and the Community Development Block Grant program would be cut by $285 million. S. 1248 and H.R. 2349, which call for the creation of a National Affordable Housing Trust Fund to subsidize the production of affordable rental housing, have more than 200 largely Democratic co-sponsors. The Administration favors more market-based assistance, requesting 33,400 additional housing vouchers in FY2003. Critics say that this is insignificant when compared with HUD data showing 4.9 million very low-income renters who pay more than 50% of their income for shelter or live in substandard housing, but who receive no assistance. HUD Secretary Martinez said in early May 2002 that he has learned from his travels that the shortage of affordable housing ranges from a "serious problem to a horrible crisis" in many communities (National Low Income Housing Coalition newsletter, 5/13/02). H.R. 3995, the Housing Affordability for America Act of 2002, is an omnibus housing bill that would make "mid-course corrections" to some duplicative and underused programs, reauthorize programs, and make changes to the Section 8, public housing, and FHA programs. The House Financial Services Committee completed their mark-up of the bill on July 10, after voting narrowly to delete authority for a National Housing Trust Fund, which had been approved earlier in the mark-up. The national trust fund language was based on H.R. 2349, and was subsequently replaced with a program of matching grants to state and local housing trust funds, subject to appropriations. The congressionally-mandated Millennial Housing Commission released its report, Meeting Our Nation's Housing Challenges, on May 30, 2002, saying that "there simply is not enough affordable housing," particularly for the very poor. Its recommendations include capital subsidies for rental production for extremely lowincome households, restructuring the Federal Housing Administration (FHA), an immediate end to the Mortgage Revenue Bond program's "10-year rule," a homeownership tax credit, and work requirements for public housing residents. Senator Sarbanes introduced the Predatory Lending Consumer Protection Act of 2002, S. 2438, and more hearings were held. Senator Sarbanes also introduced S. 2721, the Housing Voucher Improvement Act of 2002. The "Ten Year Rule" that limits the use of tax-exempt bonds used to help first-time homebuyers would be removed by S. 677 / H.R. 951 (with 411cosponsors). Welfare reauthorization bills that incorporate housing assistance, include S. 2116, S. 2524, H.R. 4090, H.R. 4700, and H.R. 4737 (which passed the House May 16, 2002). House and Senate FY2002 supplemental appropriation bills (H.R. 4775/S. 2551) propose substantial rescissions in several HUD programs and make an additional $750 million of Community Development Block Grant funds available for New York City recovery efforts.

Book Housing Policy at a Crossroads

Download or read book Housing Policy at a Crossroads written by John C. Weicher and published by AEI Press. This book was released on 2012-12-16 with total page 351 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since Franklin D. Roosevelt's New Deal, American housing policy has focused on building homes for the poor. But seventy-five years of federal housing projects have not significantly ameliorated crime, decreased unemployment, or improved health; recent reforms have failed to revitalize low-income neighborhoods or stimulate the economy. To be successful in the twenty-first century, American housing policy must stop reinventing failed programs. Housing Policy at a Crossroads: The Why, How, and Who of Assistance Programs provides a comprehensive survey of past low-income housing programs, including public and subsidized housing, tax credits for developers, and block grants for state and local governments. John C. Weicher's comparative analysis of these programs yields several key conclusions: Affordability, not quality, is the most pressing challenge for housing policy today; of all the housing programs, vouchers have provided the most choice for the poor at the lowest cost to the taxpayer; because vouchers are much less expensive than public or subsidized housing, future subsidized projects would be an inefficient use of resources; vouchers should be offered only to the poorest members of society, ensuring that aid is available to those who need it most. At once a history of housing policy, a guide to issues confronting policymakers, and a case for vouchers as the cheapest, most effective solution, Housing Policy at a Crossroads is a timely warning that reinventing failed building programs would be a very costly wrong turn for America.

Book Revisiting Rental Housing

Download or read book Revisiting Rental Housing written by Nicolas P. Retsinas and published by Brookings Institution Press. This book was released on 2008-07-01 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Harvard University Joint Center for Housing Studies publication Rental housing is increasingly recognized as a vital housing option in the United States. Government policies and programs continue to grapple with problematic issues, however, including affordability, distressed urban neighborhoods, concentrated poverty, substandard housing stock, and the unmet needs of the disabled, the elderly, and the homeless. In R evisiting Rental Housing, leading housing researchers build upon decades of experience, research, and evaluation to inform our understanding of the nation's rental housing challenges and what can be done about them. It thoughtfully addresses not only present issues affecting rental housing, but also viable solutions. The first section reviews the contributing factors and primary problems generated by the operation of rental markets. In the second section, contributors dissect how policies and programs have—or have not—dealt with the primary challenges; what improvements—if any—have been gained; and the lessons learned in the process. The final section looks to potential new directions in housing policy, including integrating best practices from past lessons into existing programs, and new innovations for large-scale, long-term market and policy solutions that get to the root of rental housing challenges. Contributors include William C. Apgar (Harvard University), Anthony Downs (Brookings), Rachel Drew (Harvard University), Ingrid Gould Ellen (New York University), George C. Galster (Wayne State University), Bruce Katz (Brookings), Jill Khadduri (Abt Associates), Shekar Narasimhan (Beekman Advisors), Rolf Pendall (Cornell University), John M. Book The American Mortgage System

Download or read book The American Mortgage System written by Susan M. Wachter and published by University of Pennsylvania Press. This book was released on 2011-05-31 with total page 399 pages. Available in PDF, EPUB and Kindle. Book excerpt: Successful home ownership requires the availability of appropriate mortgage products. In the years leading up to the collapse of the housing market, home buyers frequently accepted mortgages that were not only wrong for them but catastrophic for the economy as a whole. When the housing market bubble burst, so did a cornerstone of the American dream for many families. Restoring the promise of this dream requires an unflinching inspection of lending institutions and the right tools to repair the structures that support solid home purchases. The American Mortgage System: Crisis and Reform focuses on the causes of the housing market collapse and proposes solutions to prevent another rash of foreclosures. Edited by two leaders in the field of real estate and finance, Susan M. Wachter and Marvin M. Smith, The American Mortgage System examines key elements of the mortgage meltdown. The volume's contributors address the influence of the Community Reinvestment Act, which is often blamed for the crisis. They uncover how the government-sponsored enterprises Fannie Mae and Freddie Mac invested outside the housing market with disastrous results. They present surprising information about low-income borrowers and the strengths of local banks. This collection of thoughtful studies includes extensive analysis of loan practices and the creation of unstable mortgage securities, presenting data largely unavailable until now. More than a critique, The American Mortgage System offers solutions to the problems facing the future of American home ownership, including identifying asset price bubbles, calculating risk, and preventing discrimination in lending. Measured yet timely and by turns provocative, The American Mortgage System provides a careful assessment of a troubled but indispensable part of the economic and social structure of the United States. This book is a sound investment for economists, urban planners, and all who shape public policy.
