And the process of town making is as legitimate as the process of constitution making. Prof. Pollard in a paradoxical moment has lately told us that constitutions that develop are better than constitutions that spring from the brain of the legislator.1 The answer is that it all depends on the constitutions. This is the case with towns as well as constitutions. Under certain conditions both alike must be made, or they do not come into existence at all. We have now got to one of those periods of history in which, as in the Macedonian age, the conscious creation of towns on a large scale was both a political and economic necessity. With the fever for founding towns that marked the twelfth and thirteenth centuries the golden age of mediaeval town planning set in. It is to this period that we have chie y to address ourselves.
