Mit dem Zweiten Golfkrieg aber, so eine gängige Lesweise, hat sich die Wahrnehmung von Kriegen selbst verändert. Was wird perzipiert, was bleibt außen vor, was geht unter in der Flut an Informationen? Nachrichten über Kriege sind immer ungleich auf Interessenlagen bezogen. In den Blick gerät, was Medien verbreiten. Andere Kriege existieren in der Realität, aber nicht im Bewusstsein von Zeitgenossen weltweit. Fiktionale Verarbeitungen von Kriegen können, anders und intensiver als die Nachricht, die Gewalt reflektieren, sie einordnen, ihr Sinn geben oder sie verwerfen. Sie sind Mittel oder Teil der kriegerischen Strategie und der Propaganda, können aber ebenso gut Gegenentwürfe anbieten zu den Gräueltaten, die sie repräsentieren. Weder Fiktionalität oder Information, noch die Art der medialen Umsetzung stellen, an sich betrachtet, eine Vorentscheidung dar, wie kritisch oder wie affirmativ Kriegshandlungen geschildert oder gedeutet werden. Der vorliegende Band zeigt diese grundsätzliche Ambivalenz in den großen, epochalen Umbrüchen der Mediendispositive und den inter- und transmedialen Wandlungen insgesamt. Er reflektiert sie anhand der Geschichte der Einzelmedien wie Fotografie und Malerei, Hörspiel, Tageszeitung, Essay, Internetforum oder Fernsehnachricht, an der Arbeit von PR-Agenturen oder in der fiktionalen Verarbeitung etwa im Comic. Krieg in den Medien bringt zudem Einzelanalysen und Autorenporträts in den Gattungen Roman, Poetikvorlesung, Spielfilm, Drama oder politisch-philosophische Theorie.

Book excerpt: The term 'Yugoslav Wars' (or, often, 'the Balkan conflict') refers to a series of wars in the region of former Yugoslavia, which were associated with the break-up of that state. The Yugoslav Wars resulted in an unimaginable number of dead, injured and displaced people. They also had a devastating impact on the economy and on the environment. Most notably, in some of the states which emerged from the conflict, people still to this day cannot peacefully coexist with one another. Beyond the affected region itself, the military conflict also had significant implications for Europe and its member states. It destroyed the illusion that Europe had overcome war. Perhaps these recent wars have given Europe an impetus to draw lessons from them, to find out what really needs to be done to build a peaceful Europe. A particular characteristic of this publication is that it does not settle for a single precise analysis of the reasons for war and for post-war conflicts. Rather, peace efforts and peace treaties are analyzed by focusing on their function of preventing conflicts or reducing their extent. Emphasis is placed on the efforts of national actors as well as on those of actors in civil society to promote peace policies in the international sphere. This collection of articles might, for the first time, clearly display the political challenges of peace in the context of the collapse of Yugoslavia and its subsequent wars. It certainly seeks to illustrate what has been learned and what still needs to be learned for the future.

Media is often criticized for promoting violence by its conflict reporting: either by staying detached or by being biased. Peace, or conflict-sensitive, journalism was created for improvement of conflict coverage: it emphasizes the active role of journalists in de-escalation of conflict and encourages them to report on peaceful solutions. This relatively novel approach might be met with skepticism, as it appears too idealistic and demanding to be followed by journalists. In order to verify the applicability of peace journalism, this book presents a comparative analysis of six US, UK and German newspapers on how conflict-sensitive, or at least balanced, they were in their reporting on the Russia-Georgia war of 2008. The content analysis of those six media has demonstrated that the peace journalism approach is not easy to implement into practice due to some imperfections of its models; its parameters need to become more feasible and more specific. The case study has showed that those particular western media were neither conflict-sensitive nor war-oriented in their coverage of the Russia-Georgia war, and thus they kept the in-between stance. Overall, the reporting was balanced, particularly in its negative attitude towards all parties involved in the conflict.

Introduction: Motivation: As the Russia-Georgia war of 2008 started, I had just arrived in Germany. At the time, nobody ever really believed that military actions would ever take place between the two countries, though there was a lot of talk about the possibility. During the first days of the war, while in Germany, it was challenging to get information from the Georgian media. Later I learned of the hacker attacks on Georgian websites, and also that people in Georgia could not visit any Russian websites. I was having trouble even contacting my family through land telephone lines. It seemed that the information war between Russia and Georgia had gained strength. Russia Today was describing Georgians as the worst villains, and CNN was expressing its empathy towards Georgia. It was a confusing atmosphere of an enormous amount of discrepancies. After the war, there were a lot of manipulations and speculations about the causes and the flow of the military conflict. This triggered my reflection on whether media of directly involved parties under the combat circumstances can stay balanced and unbiased. Both Russian and Georgian media seem to face significant challenges related to media independence because of the relatively short and fragile democratic development taking place in both countries. It may be naive to expect an absence of bias from media organizations from either country; instead it would be more plausible to look to media of third countries to play a neutral observer role. Certainly, every media and every country represents its own interests but nobody speaks about ideal configurations. During my master study at the Deutsche Welle, I attended a seminar on the peace journalism which motivated me to come back to my previous questions and try to find out whether the reporting on the Russia-Georgia war was conflict-sensitive or balanced in any way. The conflict between Russia and Georgia is an ongoing conflict with varying phases of escalation and de-escalation. Visible and invisible consequences of the war are still unresolved such as insufficient care of the refugees, inexact data of casualties and other issues. Auch der Krieg, als gesellschaftliches Phänomen, hat eine Weiterentwicklung vollzogen. Bei der Auseinandersetzung mit dem Begriff des Krieges gilt die Definition des Militärtheoretikers Clausewitz als Ausgangspunkt: „Der Krieg ist also ein Akt der Gewalt, um den Gegner zur Erfüllung unseres Willens zu zwingen.“ Mit der Definition Clausewitz‘ geht die Vorstellung einher, dass Krieg prinzipiell nur zwischen Staaten stattfindet, da diese die einzigen Akteure sind, die einen legitimen Anspruch auf Gewaltausübung besitzen. Mit den staatlich verfassten Akteuren geht auch eine gewisse Verrechtlichung einher: Krieg beginnt mit einer Kriegserklärung und endet z.B. mit der Kapitulation eines Kriegsteilnehmers. So findet eine eindeutige Abgrenzung von Krieg und Frieden statt. Eine weitere Trennungslinie lässt sich im Hinblick auf die Bevölkerung der Kriegsteilnehmer ziehen. Es wird unterschieden zwischen Kombattanten (z.B. Soldaten) und Nicht-Kombattanten (z.B. Zivilbevölkerung). Die dargestellte Sichtweise stammt aus dem 17. Jahrhundert und ist aus heutiger Perspektive nicht mehr in der Lage, sämtliche Formen des Krieges abzubilden, da sich die modernen Ausprägungen des Krieges einem „grundlegende[n] Wandel“ vollzogen haben.
