There are times when misfit behavior can turn out good, such as when a member of a football team chooses to disobey the coach’s instruction and scores a touchdown. There are other examples of misfits when ones behavior fails to follow protocol, makes others uncomfortable and causes harm. This book is about those who cause harm. In the final analysis, who or what is there to say about the “misfits” as a group? Unlike the physicians portrayed in “Monsters of Medicine,” there is no common thread that can best describe who they are or what drives them to behave the way they do. Rest assured, anti-social traits can be shown in all of them, but they are not shared nor are they consistent. The Hippocratic Oath, as sacred as it sounds, is to many of these missits a bunch of words conceived by an old Greek physician 2,000 years ago and has lost its signisicance. The lay public continues to put unadulterated faith in the physician. The ill patient, particularly if seriously ill, is vulnerable, grasping at anything which might hold hope of recovery. The unscrupulous physician sinds this patient as one easy sell to their misfit ways. Thus, the characters: “MISFITS OF MEDICINE."

For 2017, the decision was made to combine the power and established reputational excellence of EFMI with the emerging and innovative research of The Farr Institute community to create ‘Informatics for Health 2017’, a joint conference that creates a scientific forum allowing these two communities to share knowledge, insights and experience, advance cross-disciplinary thinking, and stimulate creativity. This book presents the 116 full papers presented at that conference, held in Manchester, UK in April 2017. China’s once praised public health services have deteriorated into a system driven by economic constraints, in which poor people often fail to get access, and middle-income households risk to be dragged into poverty by the rising costs of care. The New Rural Co-operative Medical System (NRCMS) was introduced to counter these tendencies and constitutes the main system of public health insurance in China today. This book outlines the nature of the system, traces the processes of its enactment and implementation, and discusses its strengths and weaknesses. It argues that the contested nature of the fields of health policy and social security has long been overlooked, and reinterprets the NRCMS as a compromise between opposing political interests. Furthermore, it argues that structural institutional misfits facilitate fiscal imbalances and a culture of non-compliance in local health policy, which distort the outcomes of the implementation and limit the effectiveness of insurance. These dynamics also raise fundamental questions regarding the effectiveness of other areas of the comprehensive New Health Reform, which China has initiated to overhaul its healthcare system.
