Book excerpt: This book offers an East-West comparative analysis of mediatised terrorism. This is the first country-specific analysis of the mediatisation of terrorism, with Pakistan and Australia representing the two worlds, respectively. Caught up in the ‘9/11 effect’, Australia is known for its anti-terror ‘hyper-legislation’, despite the implausible nature of the threat. In contrast, Pakistan is plagued by terrorism, yet the military establishment favours a duplicitous policy of fighting militant groups selectively. To understand how the two diverse cultural sites, with their very different experiences of terrorism, make sense of this unpredictable threat, the book uses Beck’s World Risk Society theory as a conceptual framework to examine the production and construction of news narratives around the risk of terrorism in both countries through textual analysis of local news stories and in-depth interviews with Australian and Pakistani journalists. Narratives about ‘global terrorism’ are mostly ‘Western’, with fear of its impact on ‘Western’ democracy and civilisation. This book aims to fill the gap and present a nuanced understanding of global terrorism by examining the characteristics of the phenomenon in a Western as well as an Eastern location and the ways in which the risk of terrorism is being played out in the two worlds. It deploys Deleuze and Guattari’s concept of assemblage and Foucault’s theories of dispositif (dispositive, apparatus) and biopower to understand the ways in which IS governed its subjects during the tenure of its so-called ‘caliphate’. This theoretical triangulation is used to situate the group as more than just a terrorist organisation, but rather as a more amorphous force with proclivities toward governance. The analysis of globally fluid and conjunctive terrorist strategies executed through media, governance and conduct, as part of and produced by IS’s dispositif, manifests in the group’s epistemology, discourse and social ontology. To analyse these processes, the book deploys a dispositif analysis of official IS administrative documents, media produced by the group’s English-language media wing (al-Hayat Media Center), and IS Twitter activity, including the use of nonhuman bots. In doing so, it seeks to reveal the resonance between IS’s media and governmental discourses, develop dispositif theory, and to argue for more context-specific formulations of biopolitics. Drawing insights from Critical Terrorism Studies, Critical Security Studies and studies of public opinion, the book develops an argument that the relationship between public opinion is complex, iterative and mutually instantiating. Rather than public opinion and counter-terrorism policy existing in a simple, uni-directional causal relationship, the book argues that whilst counter-terrorism policy actors are informed by public opinion, in important ways they also construct that very opinion. This argument is made through an empirical analysis of UK counter-terrorism policy. Drawing on primary research interviews with key counter-terrorism policy actors, and security professionals, as well as original analysis of parliamentary debates, the book demonstrates that rather than UK counter- terrorism politics being closed and elite-driven, there exists a complex, dialectical relationship between public opinion and both the making and the implementing of counter-terrorism policy. Since the beginning of the 21st century the IDF has undergone an intensive process of mediatization that has transformed the media into an interpretative grid for many of its military activities and increasingly utilized media to garner public support and construct civilian perceptions of conflict and security through media activity and strategy. This process can be divided into four distinct chronological phases in accordance with the operational challenges confronted by the IDF during this period, from the Al-Aqsa Intifada of 2000, through Israeli unilateral disengagement from Gaza in 2005, and the second Lebanon war of 2006, to the series of Gaza confrontations of 2008-2014. The work shows how the IDF’s media policy evolved from a narrow perception of its role, and separation between operational and media actions to a cohesive and coherently articulated media strategy that is increasingly intertwined with military action and operational strategy and a vital component of strategic military aims and objectives. This strategic stance has led the IDF to adopt a global media perspective using the most advanced new media platforms, designed to influence public opinion and improve national narratives, both in Israel and the international community. By applying the concept of mediatization to the Israeli case, this book fills a research lacuna and offers a new prism for the study of media-military relations in contemporary conflicts. Bush maintained in his address of 20 September 2001, that the successful prosecution of the war against terrorism will require the judicious use of 'every resource at our command - every means of diplomacy, every tool of intelligence, every instrument of law enforcement, every financial influence, and every necessary weapon of war'. Unlike the Cold War, the War on Terrorism is neither a battle against some ideology nor bounded by physical boundaries or conventional political units such as nation-states. The War on Terrorism is the internationalisation, or rather, globalisation of previous wars. Terror is not a nation, and the enemies in such wars are not nations; any regime such as Libya simply by repudiating terrorism, can become an ally of the anti-terror coalition. Regimes that continue to practice terrorism against domestic opponents qualify to participate in the wider war if they conform to certain norms in external affairs. The 28 articles reprinted here consider aspects of that most amorphous of animals - the War on Terrorism.
