Book excerpt: Brazil is the fourth biggest digital democracy in the world, only after India, Indonesia, and the USA, with over one hundred and thirty million citizens having internet access. In Brazil, the more widespread internet and social media users have been increasingly associated with political polarization and antipartisanship. Also, wider access to digital information technology has meant that Brazilian internet users became more exposed to disinformation. In this context of polarization and antipartisanship, digital media helped to produce critical changes in the Brazilian political dynamics leading Brazil to a democratic crisis. This chapter explores the crisis of democracy in Brazil considering the country,Äôs transition to becoming a digital democracy in 2014 when more than half of the population started having access to internet. To this end, the chapter process traces the critical political events that contributed to the Brazilian crisis of democracy as digital media normalized polarized and antisystem political discourses. This chapter concludes that digital politics poses considerable challenges to Brazilian democracy and proposes adequate institutional responses to digital social activism, suitable regulations of the new digital public spaces, and the elaboration of a new social contract to govern social and political dynamics considering the detrimental impacts of technological innovation on politics.

The 2013 protests were an important turning point in the political life of the country, and are often seen as the trigger of many communicational and political dynamics that have led to recent political events, such as the election of a far right wing president. Understanding the transformation of the communication environment at that moment, as well as its consequences, helps to explain what is happening in the country today. The book’s argument finds its foundations in the following: a systemic view of the communication environment, a conception of technology as structured and transformed by its use, and an understanding of communicational dynamics as an essential part of democratic systems. Drawing on both interviews with key actors in the protests and on analysis of a corpus of tweets, the book assesses the relationship between the use of social media and the formation of mainstream discourses surrounding the concept of mediactivism. It also investigates alternative paths of information made possible by the use of social media when new mediators emerge, going on to search for an understanding of the consequences of social media visibility dynamics on the construction of the common world.

Reflecting on President Jair Bolsonaro’s misgovernment of Brazil, as evidenced by his political actions, speeches and omissions from March 2020 to September 2021, and using concepts like biopolitics, neoliberalism and necropolitics, Duarte proposes three interrelated hypotheses to demonstrate Bolsonaro's sharp distrust of democracy. First, that Bolsonaro’s rhetoric, actions and omissions during the first year and a half of the pandemic revealed a dangerous mixture of biopolitical, neoliberal and necropolitical governmentality strategies. Second, that the pandemic in Brazil intensified the damaging side-effects against democracy brought by neoliberalism and biopolitics, once the necropolitical vector assumed precedence. And third, that Bolsonaro’s political agenda is either to revoke the Brazilian democracy by violent means or to implement a façade democracy by slowly distorting it from within, blurring the differences between democracy and authoritarianism. Conceptualizing democracy as power of the demos and not exclusively as a political regime organized around a definite set of political institutions, Duarte argues that Bolsonaro's misgovernment of Brazil is related to his antidemocratic viewpoints. Pandemic and Crisis of Democracy is an important book for researchers, students, and anyone concerned about the dangers that surround the democratic experience in the contemporary world.
