Book excerpt: The full participation of members of minority communities in the mainstream media and their capacity to develop their own media outlets are building blocks for multicultural values and for the promotion of minority rights in Central and Eastern Europe. While law should protect and promote minorities’ access to the media, the level of access varies between countries. In the same country, different groups may have significantly different degrees and quality of access. Some governments are reluctant to facilitate minority access to the media, either because of narrow political considerations or because of lingering ethnonationalist conceptions of the state. Additional barriers are created when media decision-makers do not prioritize enabling access and/or the coverage of minority issues. Other problems stem from resource constraints, particularly the financing necessary to produce minority programming. Nevertheless, the dynamic nature of this sector means that a combination of effective advocacy, business savvy and high quality media productions have resulted in increased media access in some countries or for some minorities. To explore these issues, Minority Rights Group International and Foundation Citizen and Democracy/MRG-Slovakia organized a skills exchange workshop in Bratislava, Slovakia, in February 1999. The workshop brought together media and legal professionals, and minority rights activists from Bulgaria, Hungary, Poland, Romania and Slovakia. Through facilitated discussion, the group identified major issues, prioritized them for analysis and discussed strategies to address them. Participants examined the legal framework regulating the media in their country and the governmental policies, administrative practices and political interests that shape it. They also discussed increasing minority access through minorities’ own media and through participation in the mainstream media, as well as portrayal of minorities in the media. Throughout, they analysed the many practical and political difficulties faced by minorities in the media and shared examples of how these problems are being addressed in their own country. This report summarizes the key points raised in these discussions and describes examples of good practice that exist in the region.

There is no doubt that xenophobia, racism, homophobia, anti-Semitism, and anti-Ziganism are deeply rooted within every European society, as is evident in the rise of hostile atmospheres towards Muslims in Denmark, Germany, and Sweden. Recurrent debates in Germany on so-called "poverty- and social welfare-migrants" from Bulgaria, Kosovo, and Romania, as well as anti-Islam movements like Patriotic Europeans against Islamization of the Occident (PEGIDA) are illustrating examples. Focusing on Southeastern Europe, this volume will make a nuanced contribution to these ongoing debates. Volume contributions are composed as empirical case studies on diverse forms of othering in different national contexts and settings of SEE and bare actual insights for further comparisons; some of them also seek to compare or analyze transnational aspects. In methodological terms, these contributions take a multilayer perspective addressing a variety of different academic schools and approaches including historiographic perspectives, remembrance history, poststructuralist discourse analysis, intersectional feminist and queer research, network analysis, studies on social movements, quantitative approaches, societal comparison, and anthropology. The editors managed to gather a broad variety of contributors from different disciplines both from the region of Southeastern Europe and Germany. Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.
