Book excerpt: Current pavement design methodology based on the AASHTO Design Guide uses an empirical approach based on the results of the AASHTO Road Test conducted in 1958. But limitations of the current guide led AAHSTO to publish the new Mechanistic Empirical Pavement Design Guide (MEPDG), which combines mechanistic and empirical methodology by using calculations of pavement responses, such as stress, strains, and deformations (mechanistic) using site specific inputs from climate, material, and traffic properties. As a new design guide and with large data inputs required, there are bound to be challenges. In this respect, the MEPDG is currently undergoing many changes with further research being conducted at the national, regional, and local levels into various aspects of the guide, especially in the areas of materials, climate, and traffic characteristics. It is hoped that the findings from various research studies will facilitate the implementaion of the MEPDG within national, regional, and local transporation agencies and professionals. Consequently, a North-West States' MEPDG User Group meeting was held in Oregon on March 9-10 to discuss the region's implementation plans and progress, related technical issues, and the future direction of the MEPDG. This report summarizes the findings from the meeting and seeks to outline the research needs necessary to facilitate the implementation of the MEPDG in the North-West region.

Book excerpt: "Highway agencies across the nation are moving towards implementation of the new AASHTO Mechanistic- Empirical Pavement Design Guide (MEPDG) for pavement design. The objective of this project was to implement the MEPDG into the daily operations of the Utah Department of Transportation (UDOT). The implementation of the MEPDG as a UDOT standard required modifications in some UDOT pavement design protocols (i.e., lab testing procedures, equipment, and protocols, traffic data reporting, software issues, design output interpretation, and others). A key requirement is validation of the MEPDG's nationally calibrated pavement distress and smoothness prediction models when applied under Utah conditions and performing local calibration if needed. This was accomplished using data from Long Term Pavement Performance (LTPP) projects located in Utah and UDOT pavement management system (PMS) pavement sections. The nationally calibrated MEPDG models were evaluated. With the exception of the new hot-mix asphalt (HMA) pavement total rutting model, all other models were found to be reasonable. The rutting model was locally calibrated to increase goodness of fit and remove significant bias. Due to the nature of the data used in model validation, it is recommended that further MEPDG model validation be accomplished in the future using a database that contains HMA pavement and jointed plain concrete pavement (JPCP) exhibiting moderate to severe deterioration. This report represents Phase II of the UDOT MEPDG implementation study and builds on the Phase I study report completed in 2005 for UDOT. The Draft User's Guide for UDOT Mechanistic-Empirical Pavement Design (UDOT Research Report No. UT-09.11a, dated October 2009) incorporates the findings of this report as inputs and pavement design guidelines for Utah for use by UDOT's pavement design engineers during trial implementation of the MEPDG"--Technical report documentation p.

Book excerpt: The Virginia Department of Transportation (VDOT) is preparing to implement the mechanistic-empirical pavement design methodology being developed under the National Cooperative Research Program's Project 1-37A, commonly referred to as the 2002 Pavement Design Guide (2002 Guide). The developers of the 2002 Guide have stated that transportation agencies in compliance with the Federal Highway Administration's Traffic Monitoring Guide will have the traffic data necessary to implement the new pavement design approach. The 2002 Guide is structured in a hierarchical manner with three pavement design levels. For Level 1 designs, all project-specific data will be collected, including axle load spectra information (and axle loadings by vehicle classification) and vehicle classification counts at the project location. For Level 2 designs, regional and project-specific data will be applied. For Level 3 designs, estimated project-specific and statewide average or default data will be used in the analysis. The purpose of this effort was to develop a plan to position VDOT to collect traffic and truck axle weight data to support Level 2 pavement designs. This report serves as the basis for implementing and maintaining the truck weigh program necessary for the new pavement design approach and provides data for the current pavement design process used in Virginia (i.e., the 1993 pavement design methodology of the American Association of State Highway and Transportation Officials). To keep program costs at a minimum, the proposed traffic data program for pavement design takes advantage of the flexibility permitted in the Traffic Monitoring Guide and the availability of weigh-in-motion data from the Virginia Department of Motor Vehicles. Truck weight Groups 1 and 2, which consist of interstate and arterial roads, where the majority of truck loading occurs, are the first priority for implementation. A traffic data plan and a phased approach to implement the plan were proposed.
