Book excerpt: Social Accounting Matrices (SAMs) will be presented as tools that have specific features for studying the socio-economic activity of countries. Such features allow for the reading and interpretation of the reality under study, leading to the production of an empirical work that is not only capable of highlighting specific aspects of that activity, but also offers the chance to experiment with different interventions in regard to its functioning. In stating that the knowledge of the socio-economic activity of countries involves the use of national accounts, emphasis is placed on the desirability of working in a matrix format, which simultaneously includes activities (or industries), products, factors of production and institutions. This will be considered to be a way of capturing the relevant network of linkages and the corresponding multiplier effects in the subsequent modelling of the socio-economic activity of the countries studied.A methodological framework based on the works of R. Stone, G. Pyatt and J. Round, will be adopted outlining the main features of the SAM-based approach, according to which the SAM can describe the activity of countries either empirically or theoretically, depending on whether it is presented in a numerical or an algebraic version, respectively.Based on the latest version of the System of National Accounts (2008 SNA), a proposal for a numerical version of a SAM will be presented. Firstly, a basic structure will be presented and the need to ensure its consistency with the whole system will be emphasized. Such emphasis will then be reinforced through the analysis of possible disaggregations and extensions to that basic structure. The different forms of analysis made possible by the use of aggregates, indicators and balancing items that can be calculated from such a version and which lie outside the matrix format will also be discussed. Finally, that proposal will be compared with the matrix format of the national accounts, proposed by the above referred System of National Accounts. Because any socio-economic study made of a specific space, namely, a country, should involve the consideration of its population, Socio-Demographic Matrices (SDMs) will also be briefly presented and two examples of approaches based on SAMs and SDMs will be sketched out.The exposition will be illustrated with an application to Portugal.

Following an application for Portugal, a SAM-based approach is adopted for studying (measuring and modelling) the impact of the introduction of a social policy measure of the increase in households' income on the socio-economic activity of a country, and the associated institutions' income. Numerical and algebraic versions of a SAM enable the identification of the networks of the linkages of the monetary or nominal flows measured by the national accounts and the corresponding structural features, as well as the associated multiplier effects, which are used to measure the impact on the socio-economic activity. This measurement is at a macroeconomic level, using macroeconomic aggregates and balances.

Book excerpt: The Social Accounting Matrix (SAM) is presented as a tool for measuring and modelling the activity of countries and regions. An SAM-based approach to the study of such activity enables it to be described both empirically and theoretically through numerical and algebraic versions of that same matrix. This approach is presented using the words of those responsible for its foundation: Richard Stone and Graham Pyatt.Applications of the SAM to Portugal and the Azores serve to underline the importance of ensuring consistency with the national and regional accounts when measuring and modelling the activity of countries and regions with SAMs. These applications are based, on the one hand, on SAMs for the Azores and Portugal, which have the same structure and identical characteristics and were constructed to serve as a database for a computable general equilibrium (CGE) model and, on the other hand, on a SAM for Portugal, the author's area of research, which was constructed using the above-mentioned SAM-based approach.It is also underlined that such a task can be performed better if all of the part that is measured by the national and regional accounts is included in the study. These same accounts should be considered as the basic sources of information. The comparison of such applications underlines the importance of working with the institutional sectors together with the sectors of activity, as well as with the part relating to the secondary distribution of income together with the primary distribution of income. Also identified within this context are the risks of failing to consider important interactions in the activity of countries and regions, as well as the biases to be found in the analysis of the results.

As an example of socio-economic studies that can be undertaken using approaches based on both SAMs and SDMs, the study of the activity of household unincorporated enterprises, also described as informal, will be illustrated with an application to Portugal. In that application, three scenarios will be briefly presented, involving, on the one hand, two changes in incomes and, on the other hand, a change in expenditures. The macroeconomic effects of those changes will be summarised in the form of changes in the macroeconomic aggregates: Gross Domestic Product, Gross National Income and Disposable Income.

It provides a description of that activity, which can be either empirical or theoretical, depending on whether it is presented in a numerical or an algebraic version, respectively. Special attention will be paid here to the numerical version, and a method will be proposed for its construction from the United Nations System of National Accounts (SNA). After the first and most fundamental contribution made by Richard Stone, the SNA (with its successive improved versions, from 1953 to 2008) has established a set of rules for measuring a society's activity, which the statistical offices of countries or groups of countries have adopted and adapted to their specific realities, thus defining their own systems. Through an application of the SAM to Portugal, a basic structure, based on the SNA, will be proposed for this matrix, and its consistency within the whole system will be studied. Possible disaggregations, extensions, aggregates, indicators and balances will be calculated and other aspects beyond that basic structure will also be examined. It will be concluded that using the SNA in a SAM-based approach contributes towards a better modelling of (socio-)economic policy, emphasizing the importance of that approach as a valuable support in policy decision processes.

Book excerpt: Unconditional basic income is not a new topic in political economy, and it gains new momentum as more and more research is being devoted to it. The discussion focuses on the adequacy and effects such a policy measure may entail for a person and his socio-economic situation, usually. Object of investigation is the individual, and the corresponding theory is of micro-economic descent. In this paper, in contrast, we develop a method of how to assess feasibility and consequences of an unconditional basic income for a modern, open economy, on the macroeconomic level, using concepts and statistics of a Social Accounting Matrix (SAM) as our main tool. A SAM-based approach can measure, and perhaps model, the impact on the economic activity of a country, and on its economic institutions of new policy measures such as introducing an unconditional basic income. The economic activity of a country is expressed in monetary flows as registered in the National Accounts. So their underlying principles and definitions are adopted. However, the habitual way of putting an economy into a sequence of institutional accounts connecting each institution's income to the cost, similar to business accounting -- reveals only one, namely the inner-institutional half of the economic circuit. The other, outer half, namely, how the costs of one institution generate income for another one is better captured by the format of a Social Accounting Matrix. In the paper, the impact of an unconditional basic income is quantified, for macroeconomic aggregates of institutional sectors and socio-economic groups of households, taking the German and the Portuguese economies as examples. Purpose of the paper is not to argue for, or against, an unconditional basic income, but to offer a scientific tool with which to calculate and assess possibilities and consequences of the proposal, for a national economy as a whole.
