Book excerpt: The importance of Greener Public Purchasing, GPP, has increasingly been recognised by those who work to promote sustainable development. In the communication on Integrated Product Policy, IPP, the EU Commission encourages Member States to draw up publicly available action plans to green their public procurement. The Nordic Council of Ministers has stressed the importance of GPP in the strategy for sustainable development and has initiated co-ordination efforts so that public buyers in all the Nordic countries can benefit from each other's experience. The aim of this study was to develop a method to measure the environmental soundness of public procurement and to produce information on the kind of environmental criteria that are used for different product groups. The study also focused on the situation of greener public procurement in Denmark, Finland, Norway and Sweden, more specifically, on the larger public purchases, which are governed by directives. The results showed that public purchasers seek to consider environmental aspects quite often. However, attention needs to be paid to how relevant product-specific environmental aspects are defined and the criteria formulated.

The study was carried through in 2014 and 2015 by Bjørn Bauer and Rikke Fischer-Bogason (PlanMiljø, Denmark), Luitzen de Boer and Sigurd Vildåsen (Norwegian University of Science and Technology), and Timo Kivistö (Kivistö Consulting, Finland). The study was supervised by the Working Group of Nordic Council of Ministers for Sustainable Consumption and Production (i.e. HKP-group). In addition to this Full Report, the project has also resulted in a short Summary Report and a power point presentation (slides), including the key findings and conclusions.

This report analyses the needs for CAs and the current status in the Nordic countries as a basis for planning actions to better the availability of product-related climate data.

Book excerpt: Abstract: In order to assist public procurement in facing up to environmental considerations, criteria have been developed in the Nordic countries over the last 15 years for a number of product groups both under national auspices and under the auspices of the Nordic environmental labelling scheme. All the countries involved have experienced that this task requires considerable resources. Within the project "Common Nordic Procurement Criteria? - a pilot study" an analysis was made of four different sets of criteria common to three of the countries. The pilot study concluded that there is an existing potential for establishing common procurement criteria, as well as opportunities for achieving them. The goal of the second project, "Proposal for a common Nordic format for environmental criteria for public procurement - a pilot project" was to identify a common Nordic format for environmental criteria as well as evaluating opportunities for future collaboration. The work on a common format has embraced many aspects concerning criteria and criteria development. Every attempt has been made to come up with practical solutions to cover all these aspects. The result of this work is a proposal for a common Nordic criteria format. The format is illustrated by five different product groups. This report also provides recommendations on how the Nordic countries should continue their cooperation in this field by establishing a Nordic criteria database on the Internet.
