Book excerpt: Pollution emissions from mobile sources have increased considerably over the past years in many Brazilian cities generating substantial health problems. As a response, automobile pollution environmental standards were implemented in 1988 and considerable emission reductions were attained. Nevertheless, substantial differences in emission still remained among car models in 1997, suggesting the need for further regulation. This paper simulated the effects of a new environmental standard on the automobile market. Using a discrete-choice model of demand and disaggregate data on the Brazilian car market from 1993 to 1997, we estimate own and cross-price elasticities for each car model. This estimation is undertaken using a nested-logit model considering the choice between car classes and nationality. An oligopoly framework with differentiated products is used in the supply side in order to estimate unobserved marginal costs. Further, a hedonic-cost function relating marginal cost to characteristics and emissions is estimated. Based on the results obtained and the 1997 emission data, we undertake a counterfactual simulation of a new pollution standard for hydrocarbons vehicle emissions. The results indicate that imposing a new standard of 0.15 gram per kilometer for all automobiles, given the existent technology, would generate an average increase in prices of 13% and a reduction in total sales of 31%. This would generate a reduction in total HC emissions, by kilometer driven, of 39% with a tax revenue loss of a 16%. The paper concludes that although substantial emission reductions could be induced by a tighter standard, incentives for innovations on low-cost emission control devices and the welfare effects of such a policy deserve further analysis.

Book Environmental Regulation

Download or read book Environmental Regulation written by John F. McEldowney and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Featuring an original introduction by the editors, this important collection of essays explores the main issues surrounding the regulation of the environment. The expert contributors illustrate that regulating the environment in the UK is conceptually complex, involves a diverse range of institutions, techniques and methodologies and crosses geographical and national boundaries. In the USA it is more formalised, juridical, adversarial and formally dependent upon legal rules. The articles highlight the fact that despite differences in the UK and the USA's regulatory styles, environmental regulation today has much in common with both traditions.

Book What is the Impact of Increased Business Competition

Download or read book What is the Impact of Increased Business Competition written by Sónia Félix and published by International Monetary Fund. This book was released on 2019-12-13 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the macroeconomic effect and underlying firm-level transmission channels of a reduction in business entry costs. We provide novel evidence on the response of firms' entry, exit, and employment decisions. To do so, we use as a natural experiment a reform in Portugal that reduced entry time and costs. Using the staggered implementation of the policy across the Portuguese municipalities, we find that the reform increased local entry and employment by, respectively, 25% and 4.8% per year in its first four years of implementation. Moreover, around 60% of the increase in employment came from incumbent firms expanding their size, with most of the rise occurring among the most productive firms. Standard models of firm dynamics, which assume a constant elasticity of substitution, are inconsistent with the expansionary and heterogeneous response across incumbent firms. We show that in a model with heterogeneous firms and variable markups the most productive firms face a lower demand elasticity and expand their employment in response to increased entry.

Book Discrete Choice Theory of Product Differentiation

Download or read book Discrete Choice Theory of Product Differentiation written by Simon P. Anderson and published by MIT Press. This book was released on 1992 with total page 454 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The discrete choice approach provides an ideal framework for describing the demands for differentiated products and can be used for studying most product differentiation models in the literature. By introducing extra dimensions of product heterogeneity, the framework also provides richer models of firm location and product selection."--BOOK JACKET.

Book A Framework for the Design and Implementation of Competition Law and Policy

Download or read book A Framework for the Design and Implementation of Competition Law and Policy written by R. S. Khemani and published by World Bank Publications. This book was released on 1999 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: A dynamic and competitive environment, underpinned by competition law policy, is an essential characteristic of successful market economies. To satisfy the growing demand for information on current approaches and practices in competition law policy, the project "Framework for the Design and Implementation of Competition Law-Policy" was initiated by the World Bank, with participation by OECD. This ensuing volume reflects the main issues that arise in design and implementation of competition law and policy in order to assist countries in developing an approach that suits their own needs and conditions. The views articulated in this publication suggest that the administration and enforcement of competition law policy should assign the greatest importance to fostering economic efficiency and consumer welfare.
