Book excerpt: The United States Special Operations Command (USSOCOM) has identified a need for standardized measures to quantify mission-related performance when conducting research in the Special Operations community. Based on operator input, five measures of physical performance were selected to be evaluated. The five tests are 1) maximal handgrip strength and endurance, 2) maximal number of pull-ups, 3) maximal number of repetitions during a timed step test, 4) manual dexterity, and 5) shooting skills. Measures 1-4 were evaluated during various training scenarios: winter and land warfare, high speed boat and Sea, Air, Land (SEAL) Delivery Vehicle (SDV) operations, and parachuting. The shooting skills test is currently being evaluated. A total of 30 operators volunteered to participate. Baseline measurements were established on all operators. Post-operation measurements were compared to baseline to quantify changes in performance.

Book excerpt: In 2010, U.S. special operations forces (SOF) in Afghanistan began a new and innovative program to fight the Taliban insurgency using the movement's structure and strategy against it. The Village Stability Operations/Afghan Local Police initiative consisted of U.S. Army Special Forces and U.S. Navy SEAL teams embedding with villagers to fight the Taliban holistically. By enlisting Afghans in their own defense, organizing the local populace, and addressing their grievances with the Afghan government, SOF was able to defeat the Taliban’s military as well as its political arm. Combining the traditions of U.S. Army Special Forces with the lessons learned in the broader SOF community from years of counterinsurgency work in Iraq and Afghanistan, this new approach fundamentally changed the terms of the conflict with the Taliban. However, little has been written about this initiative outside of the special operations community until now. In this first-hand account of how the Village Stability Operations program functioned, Daniel R. Green provides a long-term perspective on how SOF stabilized the southern Afghan province of Uruzgan, the site of the Pashtun uprising against the Taliban in 2001 led by Hamid Karzai, future president of Afghanistan. In the Warlords’ Shadow offers a comprehensive overview of how SOF adapted to the unique demands of the local insurgency and is a rare, inside look at how special operations confronted the Taliban by fighting a “better war” and in so doing fundamentally changed the course of the war in Afghanistan.

Book excerpt: "The purpose of this monograph is to examine whether the measures of effectiveness used in Special Forces officer education venues are sufficient to address the operational requirements over a career in a holistic manner. Past education evaluations approach measurements in an isolated manner and are limited temporally. The educational experiences of the officer over a career have many lasting aspects that should be evaluated in context if approached in a holistic fashion and, in great part, should be in the same lines as operational requirements. In order to recognize these aspects in relation to the changing nature of requirements, an education base that is even broader than what is provided today may provide additional avenues of approach to both the requirements and relevant measures of evaluation. Consequently, since it is unrealistic to expect students to be any better than their educators, education professionals need to be grown from within the Special Forces community to serve as 'educational artists' linking the strategic education requirements of the future with the tactical implementation of Special Forces officers. The methodology of this paper is to examine the context of Special Forces officer education through its brief history and consider how its effectiveness is managed. Typical measures of effectiveness are considered demonstrating common limitations use. This examination is relevant due to the nature of current and near-term threats which may involve continually changing conflicts that actually exceed the time period of an officer's career. Broadening Special Forces officer education to include greater exposure to more disciplines would create better cognitive freedom for plans and operations. Similarly, measures of effectiveness that are structured to tie aspects of events back to educational experiences in the context of the officer's career can better provide the insight necessary to keep Special Forces education relevant, effective, and efficient."--Abstract.

Book excerpt: In fiscal year 2022, the command made about $79.6 million available for program activities and maintained over 800 service providers across 32 locations worldwide to care for special operations forces and their families. However, since January 2016, the command has not completed a program evaluation demonstrating program performance and effectiveness. GAO evaluated the extent to which the command has 1) identified program performance goals and measures and 2) collected and analyzed data to determine how well the program is achieving desired outcomes. GAO is making three recommendations, including that the command establish specific and measurable performance goals, establish performance measures that are linked to strategic goals and are clearly stated, and develop a detailed program evaluation plan to support annual program reports.

This research was completed prior to the events of September 11, 2001. Leaders at the John F. Kennedy Special Warfare Center and School (SWCS) at Fort Bragg, NC, requested that ARI begin updating research in support of Special Forces. This report documents a new effort to understand better the roles of cognitive ability, physical fitness, and performance events in the Special Forces Assessment and Selection (SFAS) process. In addition, researchers identified a measure of perseverance, viewed as an individual Soldier characteristic, to include in the investigation at the SWCS's request. The 824 Candidates who participated in this research completed a series of cognitive ability tests, physical fitness measures, SFAS performance events, and the test of perseverance. The results showed that almost all the tests and measures included in the analyses contributed to valid predictions of Soldier success with SFAS, but that their individual strengths of prediction varied. The SFAS performance events provided the greatest predictive strength, followed by the cognitive ability and physical fitness tests. While perseverance provided a unique contribution, its role was incremental, at best, and should not be used as a criterion for selection decisions in isolation from the other measures. Taken together, the tests and measures form an empirically-sound foundation upon which SFAS decisions can be based. Once obtained and analyzed, the outcome data from the Special Forces Qualification Course (SFQC) and subsequent training will provide a more complete view of how well the tests and measures included in this research predict long-term success in Army Special Forces.

Despite consistent downsizing, over the past two decades the armed forces of the industrial democracies have seen a huge growth in Special Operations Forces (SOF). Through increasing numbers of personnel and more frequent deployments, SOF units have wielded considerable influence in conflicts around the world, with senior SOF officers having led major strategic operations. This increased presence and unprecedented expansion for SOF is largely a result of the ‘new’ kinds of conflicts that have emerged in the 21st century. At the same time, even with this high profile in the military, policy and media and popular cultural arenas, there is relatively little social scientific research on SOF. This volume aims to fill this gap by providing a series of studies and analyses of SOF across the globe, since the end of World War II. Analysing SOF at the micro, mezzo and macro levels provides broad and diverse insights. Moreover, the volume deals with new issues raised by the use of such forces that include emerging modes of civilian control, innovative organizational forms and the special psychological characteristics necessitated by SOF operatives. It concludes with a discussion of a question which continues to be debated in today’s militaries: what makes SOF ‘special’? Book excerpt: The purpose of this project was to develop a criterion measure for the Special Forces selection research program. During peacetime, field exercises and maneuvers are the closest available approximations to combat operations and thus receive extensive emphasis in evaluations of the performance of Special Forces trainees. This emphasis on high quality performance as essential for success in Special Forces operations led to the decision that the principal criterion measure for the validation studies should be a comprehensive performance assessment situation. Since measures of team performance are currently utilized in Special Forces training and the scores would be available for research purposes, the present criterion development effort concentrated on individual performance assessment. The first step in the research project was for research personnel to become familiar with the Special Forces mission and Special Forces training course. A systematic analysis was made of all aspects of the training course to identify tentatively the important--as well as measurable--elements, and to estimate the cost and practicability of an adequate criterion measure for Special Forces training success.
