Book excerpt: The FAO Expert Workshop on Methods and Indicators for Evaluating the Contribution of Small-scale Aquaculture to Sustainable Rural Development held in Nha Trang, Viet Nam, from 24 to 28 November 2009, attempted to develop an indicator system to measure the contribution of SSA. The workshop used a number of processes and steps in the developing the indicator system, including: (i) understanding the subject of measurements; (ii) identifying an analytical framework and ratting criteria (iii) developing a list of SSA contributions; (iv) categorising the contributions; (v) devising and organising the indicators of contribution; and (vi) measuring the indicators. The major outcome was the development, through an iterative process, of an indicator system which can provide a good measure of the contribution of SSA based on agreed criteria (accuracy, measurability and efficiency) and the sustainable livelihood approach analytical framework which consists of five capital assets (human, financial, physical, social and natural) and can be used for various livelihoods options.

Book excerpt: The contribution of aquaculture and fisheries to gross domestic product (GDP) is one of the most widely used indicators of its economic performance. Despite strong interest in and great efforts made towards assessing the contribution of aquaculture and fisheries to GDP, there is a general lack of understanding or consensus on how to properly measure the sector’s contribution to GDP and effectively use the measures for evidence-based policy and planning for sustainable aquaculture and fisheries development. While a fisheries GDP measure has been included in the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development (i.e. SDG Indicator 14.7.1: Sustainable fisheries as a percentage of GDP in small island developing states, least developed countries and all countries), it is nevertheless a Tier III indicator for which no internationally established methodology or standards are yet available. This paper contributes to improving the understanding and measurement of aquaculture and fisheries’ contribution to GDP by: (i) using input-output models (including mathematical formulas and numerical examples) to formulate and clarify a set of measures of aquaculture and fisheries’ contribution to GDP; (ii) discussing alternative methods to estimate the measures under data-poor environments; (iii) suggesting an empirical methodology and general guidelines on the estimation and reporting of the measures; and (iv) exploring how to utilize the measures for evidence-based policy and planning. The conceptual framework and empirical methodology suggested in the paper will help move towards internationally established methodology, standards and guidelines on measuring aquaculture and fisheries’ economic contribution.

DRM requires interrelated actions and activities to ensure early warning, prevention, preparedness, response and recovery for a wide range of natural, technological and complex disasters that can impact aquaculture operations and livelihoods. Spatial technology refers to systems and tools that acquire, manage and analyse data that have geographic context. Some of the technologies include satellite remote sensing, aerial surveys, global positioning systems, geographic information systems, information and communication technology and other data gathering sensors used, for instance, in meteorology. Spatial technology supports activities across all phases of the DRM cycle and its rapid development provides enhanced opportunities to support DRM within the aquaculture sector. This guide is organized in two parts. Part one is the “guidance”; it is the main body of the document and describes the processes and steps for the use of spatial technology within DRM for aquaculture. Part two includes selected country case studies from Bangladesh, the Gulf of Mexico and the Caribbean, and Indonesia to illustrate the application of spatial technology in DRM for aquaculture at the national level within local contexts. Best practices at the farm and area management levels, supported by spatial technology, reduce volatility and risks and thus facilitate investment. Book excerpt: Fisheries and aquaculture contribute to food security and livelihoods of millions of people in Asia. Both women and men are engaged in fisheries and aquaculture. In the past ten years, many actors have worked on raising awareness on women’s contribution as well as promoting gender equality in fisheries and aquaculture. This study aims to consolidate the efforts to date to provide recommendations for action and future studies. Its objective is to answer the following questions for small-scale fisheries and aquaculture in Asia: (i) What is the division of labour between women and men in specific fisheries and aquaculture practices and what are the differences with respect to their access to assets, resources and entitlements? (ii) What are the drivers of such differences? (iii) What could be critical entry points and opportunities for addressing inequalities and discriminatory practices? To answer these questions, the study conducted an online literature search on gender and fisheries and aquaculture in Asia, selecting articles published between 2011 and 2021. This period was selected to understand the contemporary condition and state of knowledge, and since we aimed for an exhaustive list of literature, some limits in the time period was necessary. The review included both published peerreviewed papers in journals as well as other research and project reports that are available online. In total, it reviewed 253 publications on fisheries and 210 publications on aquaculture. The top four countries where studies were conducted are India (44.3 percent of fisheries and 24.3 percent of aquaculture articles), the Philippines (35.6 percent of fisheries and 17.6 percent of aquaculture articles), Bangladesh (27.7 percent of fisheries and 32.9 percent of aquaculture articles) and Indonesia (30.8 percent of fisheries and 20.5 percent of aquaculture articles). The findings based on each research question are presented in this publication.

Heterogeneous resource management responsibilities, and the fact that the Mekong – and thus also the Delta – is influenced by six countries aggravate the situation. Integrated water resources management and fostered cooperation and information exchange are pressing needs for the sustainable development of the Delta.

However, there is often limited data and information available (or not easily accessible) on their contributions, and hence small scale fisheries tend to be overlooked and marginalized in policy processes, leading to low levels of support for the sector. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and P overty Eradication (the SSF Guidelines), adopted by the FAO Committee on Fisheries (COFI) in 2014, provide a policy framework for how to ensure sustainability for small-scale fisheries through a holistic and integrated approach. However, this transformational process needs substantial support to take place and be successful, which may be difficult to obtain in the absence of better data and information on the socio-economic contributions of small-scale fisheries. For this reason, a new study has been proposed by FAO and WorldFish to build upon the 2012 World Bank, FAO and WorldFish Center report Hidden Harvest: The Global Contribution of Capture Fisheries. The new study would deepen the knowledge and encourage data-sharing on small-scale fisheries and their socio-economic contributions, and also aim to make policy- and decision-makers aware of the sector’s importance.

The book’s central conclusion is that we must move beyond the concept of sustainable livelihood itself, with its in-built polarities between developed and developing nations, and embrace a more global notion of ‘sustainable lifestyle’; a more nuanced and inclusive approach that encompasses not just how we make a sustainable living, but how we can live sustainable lives.
