Book Fiscal Health for Local Governments

Download or read book Fiscal Health for Local Governments written by Beth Walter Honadle and published by Elsevier. This book was released on 2003-12-18 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fiscal Health for Local Governments offers a how-to approach to identifying and solving financial problems. Its principal selling point lies in its assumptions: instead of using the vocabulary and research agendas of economist, finance scholars, and political scientists, it will appeal to readers who lack sophisticated knowledge in these areas and nevertheless need practical advice. The book stems from the Fiscal Health Education Program, an applied economics program at the University of Minnesota. It uses three measures of fiscal health — financial condition, trend analysis, and financial trend monitoring system — as the basis for advocating particular fiscal strategies. The book examines the tools that can be used to assess the condition of a local government's fiscal health and some of the policy causes or remedies for certain situations, as well as some of the strategies governments can pursue to maintain and improve health. It will serve as a primer for readers interested in understanding financial processes and alternatives, and as a practical guide for those who need access to fiscal measurement tools. How-to approach will appeal to readers who lack sophisticated knowledge Contains discussion questions and anonymous case studies of actual cities and municipalities Presents practical methods for identifying and solving common fiscal problems

Book Performance Budgeting for State and Local Government

Download or read book Performance Budgeting for State and Local Government written by Janet M. Kelly and published by Routledge. This book was released on 2003 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: This text describes performance budgeting as the integration of the components of performance management - planning, performance measurement, benchmarking, and evaluation - into the framework of state and local government budgeting. The authors present performance budgeting not as a stand-alone budgeting technique, but as an extension of the traditional budget process that reconciles financial and operational accountability. The authors make frequent references to their original research and personal experiences with performance measurement, citizen satisfaction surveys, and financial management practices. They introduce findings from a nationwide survey of public managers throughout the text to illustrate how managers actually use performance data for decision-making. The book also includes several case studies in performance budgeting as well as interviews with managers and practitioners. Designed for use in undergraduate and graduate level courses in public budgeting/financial management, this practical text will be equally useful for any student or practitioner involved in performance-based management.

Book Measuring and Evaluating the Financial Condition of Local Government

Download or read book Measuring and Evaluating the Financial Condition of Local Government written by Tina Kim Ramsey and published by . This book was released on 2013 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Turnkey solutions to measuring and evaluating the financial condition of local government do not exist. The contextual diversity between local jurisdictions precludes a one-size-fits-all approach; however, there are more similarities than differences. While many impediments, (lack of normative standards, lack of empirical evidence, and perceived ambiguities regarding the efficacy of various approaches, shifting intergovernmental relationships, and lack of control over revenue generating capacity) present, techniques, tools, and methodologies do exist. The key lies in developing jurisdiction-specific analytical models to routinely monitor, assess, and identify potential issues early enough to avoid and mitigate fiscal vulnerabilities. Developing such a framework requires intimate contextual and domain knowledge, as well as awareness of the multi-causal relationships that exist between a jurisdiction's external environment, its internal finances, and its management practices.
