Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

Yet, understanding these trends is key to guide national and international policy makers in their poverty reduction efforts. This paper aims to estimate a long-run poverty trend for Nigeria, a country whose poverty trends are crucial for regional and global estimates. In 2020, the Nigerian National Bureau of Statistics released the first official poverty estimates for Nigeria in almost a decade, calculated using the 2018/19 Nigerian Living Standards Survey. Yet the official poverty estimates from the 2018/19 Nigerian Living Standards Survey cannot technically be compared with those from the 2009/10 Harmonized Nigerian Living Standards Survey-the previous official household consumption survey-given key differences in the way household consumption was measured and concerns around data quality in the 2009/10 survey. To address this challenge, this paper uses two distinct methodologies to construct a poverty trend for Nigeria in the decade before the COVID-19 crisis. First, it uses sector-level gross domestic product growth rates combined with micro-data from the 2018/19 Nigerian Living Standards Survey to "backcast" poverty rates back to 2009. Second, it uses survey-to-survey imputation methods and data collected throughout the decade through the General Household Survey panel. Despite their very different foundations, these two approaches produce very similar results, suggesting that there was a small reduction in poverty at the beginning of the decade, followed by a period of stagnation or even a slight uptick in poverty following the 2016 economic recession. The paper estimates a poverty rate of between 42.2 and 46.3 percent in 2009, translating into a reduction in the poverty headcount rate of between 3 and 7 percentage points between 2009 and 2018/19.

A 1999 World Bank report for instance showed that some 70 per cent of the population lives below the bread line - usually considered as living on less than US$1.00 a day. This raises a number of very important questions: What are really responsible for the wide prevalence of poverty in Nigeria in the midst of plenty? How is poverty manifested in the country? What alleviation strategies are in place? How effective are they? And what are the implications of all these for the country's democracy project, political stability, nation-building and development discourse? Contributors to this volume address these questions and provide insights into some of the central issues in the discussion of poverty, including how the poor themselves struggle to cope or adapt to their condition. A total of 296 questionnaires were used for analysis. The results showed that extent of poverty (P0) on age of household heads was highest in crude oil polluted crop farms (64.20%) as compared to 53% in non-polluted and 57.80% in all crop farms surveyed. The P0 ratio on gender of household heads indicated that more male headed households were poor (72.20%) in the crude oil polluted crop farms as against 55.30% in non-polluted and 55.80% in all crop farms surveyed. The P0 measure on marital status of household heads in crude oil polluted crop farms was higher (69.10%) as compared to 49.8% in non-polluted and 59.60% in all crop farms surveyed. In conclusion, there was higher level of poverty experienced among crop farmers in crude oil and gas polluted areas in Rivers State, Nigeria.

As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

Different conceptions of poverty were constructed: the traditional money-metric measure and differing multidimensional constructs of poverty. Data from a survey of households in Nsukka were used. The counting and FGT methodologies were used to measure poverty and deprivation. Ordinary least squares, probit and counting models were also used to assess factors that predict poverty. The results indicate that between 70% and 78% of the population in the study is categorized as deprived or poor. The major determinants of deprivation across its various constructs include large family size, a low level of education, poor employment, rural location and poor health. In order to effectively alleviate poverty, an integrated approach that accounts for inter-linkages between factors associated with poverty is required.

Book excerpt: Using micro-data from household expenditure surveys, we document the evolution of consumption poverty in the United States over the last four decades. Employing a price index that appears appropriate for low income households, we show that poverty has not declined materially since the 1980s and even increased for the young. We then analyze which social and economic factors help explain the extent of poverty in the U.S. using probit, tobit, and machine learning techniques. Our results are threefold. First, we identify the poor as more likely to be minorities, without a college education, never married, and living in the Midwest. Second, the importance of some factors, such as race and ethnicity, for determining poverty has declined over the last decades but they remain significant. Third, we find that social and economic factors can only partially capture the likelihood of being poor, pointing to the possibility that random factors (“bad luck”) could play a significant role.
