Book excerpt: In sub-Saharan Africa, female-managed plots often show a significant gap in productivity compared to men's plots. To examine these differences, a variable to determine who in the household controls agricultural plots is needed. There is variability in the ways in which gendered control over agricultural plots is defined and measured across studies. Many studies show that an in-depth analysis of intra-household relationships is necessary, as this is often a major unexplained factor in productivity differences. To contribute to filling this methodological gap, we estimate the productivity gap among male and female farmers in Uganda using three different identification approaches and conduct complementary qualitative research to investigate the underlying causes of these differences. The three approaches to define control over plots are: (1) gender of the plot manager, (2) gender of the main plot-level decision-maker and (3) on gender of decision-maker over income from the sale of crops. Results show significantly different gender productivity gaps of 16% (1), 43% (2) and 60% (3). Qualitative results confirm the variability in the way that households defined plot management, including multiple ways in which decisions are made or activities are distributed within households on jointly managed plots. Mixed-method research designs and improved gender variables for econometric models can contribute to a better understanding of gender productivity differences and better policy making aiming to reduce gender inequalities.

The case of Sri Lanka is unique as agricultural productivity, measured by yield per unit of land, is 25.4 percent higher among female farmers than male farmers. Using the nationally representative 2016 Sri Lanka Household Income and Expenditure Survey and the Oaxaca-Blinder decomposition technique, the paper explores the sources of this unconditional female productivity advantage. The analysis finds that the smaller plot size cultivated by women is the leading source of female productivity advantage, reflecting the inverse relationship between cultivated area and productivity. However, this productivity advantage does not translate into women's higher crop earnings. Another important source is the gendered pattern of crop mix as women tend to cultivate more high-value, export-oriented crops, while men are more likely to grow paddy with low productivity. Once controlling for plot size and crop mix, a conditional male productivity advantage emerges, reflecting men's greater access to agricultural resources and potentially an unequal pattern of division of labor associated with social and gender norms. Policies to promote equitable access to resources and address other constraints to women's productivity in agriculture continue to be important in promoting gender equality.

Book excerpt: Pakistan performs poorly withrespect to gender equality, women’s empowerment, and other gender-related indicators. Few studies in Pakistan measure the multiple dimensions of empowerment along which women are marginalized or disenfranchised, particularly in the country’s rural areas. Even fewer studies address the gender gaps in empowerment levels of men and women. This paper calculates a Women’s Disempowerment Index to examine women’s control over production, resources, income, household decisions, and time burden. The index is based on a slightly modified methodology than that used for WEAI calculation by Alkire et al. (2012). The analysis is based on a sample of 2,090 households in the rural areas of Pakistan. Data used for the study werecollected in three rounds of the Pakistan Rural Household Panel Survey from 2012–2014 by International Food Policy Research Institute/ Innovative Development Strategies for its Pakistan Strategy Support Program. The results show low empowerment levels of only 17 percent for women in the rural areas of Pakistan. The results also show very low empowerment of women in all indicators and domains except the time burden/workload indicator. We then analyze women’s disempowerment by subsamples based on individual and household characteristics. We also calculate disempowerment levels among men and compare it to disempowerment levels among women. Comparison within the household reveals large disparities in empowerment levels among men and women. In a comparative analysis, men are found to be more empowered in domains of production, income,and autonomy. Both men and women were found to be most disempowered in access to and control over resources. The paper provides a baseline for tracking women’s empowerment over time and identifies areas that need to be strengthened through policy interventions

This paper offers guidelines on how to improve data collection efforts to ensure that women farmers are interviewed and that their voices are heard. Researchers need to clarify who should be interviewed, how to structure the interview, and how to identify which people are involved in various activities, as owners, managers, workers, and decisionmakers. It is important not simply to assume that one particular person does these activities based on social norms, but instead to ask the questions to allow for a range of answers that can demonstrate how the gender patterns in agriculture are changing. To assist in these efforts, the paper provides an overview of relevant questions to include, emphasizing that whenever questions are asked about ownership and access to resources, answers should be associated with individuals. Finally, collecting data on the institutions that are related to agricultural production and marketing allows analysis of the gender-based constraints and opportunities that they present.

This gap exists because women frequently have unequal access to key agricultural inputs such as land, labor, knowledge, fertilizer, and improved seeds. This report estimates the monetary value of the gender gap in agricultural productivity in Malawi, Tanzania, and Uganda.

Book excerpt: We examine the impact of ambiguous and contested land rights on investment and productivity in agricultural in Akwapim, Ghana. We show that individuals who hold powerful positions in a local political hierarchy have more secure tenure rights, and that as a consequence they invest more in land fertility and have substantially higher output. The intensity of investments on different plots cultivated by a given individual correspond to that individual's security of tenure over those specific plots, and in turn to the individual's position in the political hierarchy relevant to those specific plots. We interpret these results in the context of a simple model of the political allocation of land rights in local matrilineages.

Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

This agriculture is characterized by low performance and its productivity growth has been identified as a key driver of poverty reduction. In Niger, as in many other African countries, productivity is even lower among female peasants. To build policy interventions to improve agricultural productivity among women, it is important to measure the potential gap between men and women and understand the determinants that explain the gap. This paper uses the Oaxaca-Blinder decomposition methodology at the aggregate and detailed levels to identify the factors that explain the productivity gap. The analysis finds that in Niger on average plots managed by women produce 19 percent less per hectare than plots managed by men. It also finds that the gender gap tends to be widest among Niger'smost productive farmers. The primary factors that contribute to the gender productivity gap in Niger are: (i) farm labor, with women facing significant challenges in accessing, using, and supervising male farm labor; (ii) the quantity and quality of fertilizer use, with men using more inorganic fertilizer per hectare than women; and (iii) land ownership and characteristics, with men owning more land and enjoying higher returns to ownership than women.

Book excerpt: Women comprise 50 percent of the agricultural labor force in Sub-Saharan Africa, but manage plots that are reportedly on average 20 to 30 percent less productive. As a source of income inequality and aggregate productivity loss, the country-specific magnitude and drivers of this gender gap are of great interest. Using national data from the Uganda National Panel Survey for 2009/10 and 2010/11, the gap before controlling for endowments was estimated to be 17.5 percent. Panel data methods were combined with an Oaxaca decomposition to investigate the gender differences in resource endowment and return to endowment driving this gap. Although men have greater access to inputs, input use is so low and inverse returns to plot size so strong in Uganda that smaller female-managed plots have a net endowment advantage of 12 percent, revealing a larger unexplained gap of 29.5 percent. Two-fifths of this unexplained gap is attributed to differential returns to the child dependency ratio and one-fifth to differential returns to transport access, implying that greater child care responsibilities and difficulty accessing input and output markets from areas without transport are the largest drivers of the gap. Smaller and less robust drivers include differential uptake of cash crops, and differential uptake and return to improved seeds and pesticides.
