Book excerpt: The International Comparison Program (ICP) is a worldwide statistical initiative led by the World Bank under the auspices of the United Nations Statistical Commission. It produces comparable price and volume measures of gross domestic product (GDP) and its expenditure aggregates across economies. Through a partnership with international, regional, sub-regional and national agencies, the ICP collects price data and GDP expenditures to estimate purchasing power parities (PPPs) for the world’s economies. The report provides ICP results for the benchmark year 2017 and revised results for earlier years. ICP data are used for socio-economic analyses by researchers, academics, policy makers at the national and international levels, and by organizations such as the European Union, the International Monetary Fund, the Organization for Economic Co-operation and Development, the United Nations, and the World Bank. Notably, PPPs and ICP data are used in indicators monitoring progress towards eight goals of the United Nations’ 2030 Agenda for Sustainable Development, the World Bank’s international poverty lines, and the construction of the Human Development Index by the United Nations, among others. The use of PPPs continues to grow and the ICP website (icp.worldbank.org) lists many applications of the data by the development community, academia, media and others.

The study drew on price and national accounts data from 20 economies in Asia and the Pacific. It used a “reduced information” approach to generate more firmly based estimates of PPPs, price level indexes, and measures of real (PPP-based) expenditures than conventional extrapolation methods would obtain. The results include PPP-based gross domestic product and its major aggregates of individual consumption expenditure by households and nonprofit institutions serving households, government final consumption expenditure, gross fixed capital formation, changes in inventories and acquisitions less disposals of valuables, and balance of exports and imports.

Book excerpt: The 2005 International Comparison Program's (ICP) estimates of economy-wide purchasing power parity (PPP) are based on parity estimates for 155 basic expenditure headings, mainly estimated using country product dummy (CPD) regressions. The estimates are potentially inefficient and open to omitted variable bias for two reasons. First, they use average prices across outlets as the left-hand-side variable. Second, quality-adjusted prices of non-comparable replacements, required when products in outlets do not match the required specifications, cannot be effectively included. This paper provides an analytical framework based on panel data and hedonic CPD regressions for ameliorating these sources of bias and inefficiency.

Book excerpt: China's gross domestic product in U.S. dollars is higher than earlier estimates would indicate, if calculated on the basis of purchasing power parity with the United States.China's gross domestic product per capita was only US$300 to $370 in 1980 - 91 in an estimate based on the World Bank Atlas approach used in the World Development Report. These estimates fail to capture the fact that in the 10 years since embarking on a program of economic reform aimed at rapid economic development, China has been one of the fastest growing economies in the world. Knowing what its true standard of living and productive potential is important not only for measuring the size of China's economy but for assessing its growth performance.Ruoen and Kai provide a detailed comparison of the GDP of China and the United States using the purchasing power parity approach formulated by the U.N. International Comparison Program (ICP), with 1986 as a base. Using this approach, which establishes a conversion factor based on prices for comparable items rather than on exchange rates, they find that:deg; China's per capita GDP in 1986 international dollars is between $770 and $1,044, depending on assumptions made about comparison-resistant service sectors and quality adjustments made in a number of selected ones in calculating purchasing power parities.deg; China's per capita GDP in 1991 international dollars is between $1,227 and $1,663, allowing for the impact of inflation in the United States on the purchasing power parity and growth rates in China computed from national currency GDP data in constant prices.This paper - a product of the Socio-Economic Data Division, International Economics Department - is part of a larger effort in the department to expand coverage for purchasing power parity-based estimates to most countries of the world.
