Book excerpt: Indian Industry has registered phenomenal growth in several spheres during the recent decades, but the scope for much greater performance was restricted by certain considerations such as input shortages, lack of suitable industrial planning, presence of global competition through the multinationals, supply constraints and demand distortions and to a large extent, due to the pervasive phenomenon of capacity underutilization. But for this key factor, the performance profile and the growth rate of Industry could have been even more substantial and greater. This phenomenon itself is attributed to such factors as inadequate planning, undesirable expansions in the production capacities, foreign exchange constraints, energy shortages and lack of modernization matched by appropriate technology transfers, apart from causes specific to industrial regions and industries, including infrastructure bottlenecks. This study critically deals with an overview of industrial policies and performance of medium and major industry in the Indian economy in general through the planning decades and analyses the nature of capacity utilization of a specific region in recent years, so as to suggest measures for improvement. Book excerpt: In this study, we attempt to identify the channels through which economic reforms enhanced the productivity growth in total manufacturing sector in India. Because one possible channel is better utilization of plant capacity, we estimate capacity utilization rate in Indian manufacturing. Empirical estimates show that the annual average capacity utilization rate in Indian manufacturing was lower over the post-reform years. However, after the reforms capacity utilization rate grew faster at the all India level as well as for most of the major industrial states. Subsequent regression analysis confirms that there was evidence of a favorable impact of economic reforms on productivity growth in total manufacturing, beyond the positive impact of improved capacity utilization.

Book excerpt: We measure the capacity output of a firm as the maximum amount producible by a firm given a specific quantity of the quasi-fixed input and an overall expenditure constraint for its choice of variable inputs. We compute this indirect capacity utilization measure for the total manufacturing sector in the USA as well as for a number of disaggregated industries, for the period 1970-2001. We find considerable variation in capacity utilization rates both across industries and over years within industries. Our results suggest that the expenditure constraint was binding, especially in periods of high interest rates.

Dean, formerly associate commissioner for Productivity and Technology at the Bureau of Labor Statistics, is adjunct professor of economics at The George Washington University.
