It is a favored strategy widely adopted for implementing complex urban developments in the United States. However, the complex nature of such partnerships raises serious concerns about meaningful community engagement. Meaningful community engagement is a result of the presence and quality of transparency and public participation elements that are strongly correlated. The following research describes how the community was involved and contributed to an urban development PPP project in Manhattan, Kansas. The research goal is to understand the mechanism of the community engagement in a PPP project and to evaluate the quality of the process at the local level from a planning perspective. With an in-depth case study and an understanding of meaningful community engagement processes, this research will contribute to the body of knowledge in the area of PPPs and meaningful community engagement at the local level and evaluate local PPP policies and practices. The first objective is to evaluate the participation opportunities with a developed Community Engagement Attribute Evaluation System (CEAES) based on the recognized metrics of quality practices. Attributes are drawn from the identified characteristics of quality transparency and quality public participation of meaningful practices. The second goal is to interview the key stakeholders of the project from the public sector, the private sector, and the community and add depth to the findings that complements the overall evaluation. Through both technical evaluation and open-ended personal interview, this study attempts to describe the design and the process of public participation practices. Analysis will show whether or not the community was meaningfully engaged and if the technical aspects of a quality community engagement practice were present. Finally, this study aims to inform future similar planning practices. The result serves two local purposes of planning governance and policy. For the former, it will help those with no record of PPP to better design and implement the engagement process; and for the ones with PPPs' experience, it will contribute to the quality of the future partnerships. For the latter, it will guide the local governments and policy makers to better address PPPs' ongoing issue of community engagement.

Book excerpt: Engaging communities is crucial for understanding, identifying and mainstreaming social value outcomes in urban infrastructure Public-Private Partnerships (PPPs). Decision makers in the public policy arena increasingly describe an engaged community as key to the successful design and implementation of public-private partnerships. Despite this understanding, the "actual work and daily practice" of government tends to lurk behind most external stakeholder engagement research. The result is that the strategies used by the government to reimagine, and reconfigure the socio-political context and facilitate a transformational approach to community engagement are often ignored. Adopting a governmentality lens and a design science research method, this dissertation refocuses attention on the steering role of government as the dominant stakeholder in the engagement process. To do so, we explore the macro and micro dimensions of community engagement within the context of urban infrastructure, through a rich case context (Nigeria's socio#x2;political context) and an embedded case (the Lekki-Epe expressway). We then develop, validate, and evaluate a framework, grounded in the kernel theories of meta-organising and responsibilization, to provides theoretical and practical guidance for facilitating transformational community engagement and pursuing a social value agenda. The Nigerian context provides a useful context in this regard, since mobilizing private capital to address infrastructure deficits remains a formidable task for governments and policymakers. This situation is also common in most sub-Saharan African countries.

The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life. Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region--one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas.
