Billions of dollars are spent on weapons programs that are later abandoned. State-of-the-art data centers are underutilized and overstaffed. Managing them well helps development. Strengthening municipal management of planning, finance, and service provision has been at the core of World Bank support through municipal development projects (MDPs). This book reviews how, worldwide, nearly 3,000 municipalities have benefitted from 190 World Bank-supported MDPs over the past decade, three quarters of which achieved satisfactory outcomes. The finance dimension of MDPs computerized accounting, revenue generation, and municipal credit produced some of the best results, but weaker outcomes came from attempts to stimulate private finance of municipal services. City planning, used by municipalities worldwide, was not a strong priority for MDPs. But building municipal information systems, for example in Chile, were successful. Monitoring and evaluation rarely worked well, except when municipalities themselves were convinced of its usefulness, such as in Russia, Tunisia, and Colombia. Results in managing service provision were mixed. The poverty focus of MDPs was strikingly weak across the portfolio. Cost-benefit analysis rarely prioritized municipal investments. But MDPs helped municipalities strengthen their procurement function. MDPs helped municipalities manage services more effectively. Better results still can come from a stronger poverty focus, more attention to planning and prioritizating investments, and more effective operation and maintenance of such investments.

Book excerpt: This omnibus brings together some old and some recent works by Jos Gommans on the warhorse and its impact on medieval and early modern state-formation in South Asia. These studies are based on Gommans’ observation that Indian empires always had to deal with a highly dynamic inner frontier between semi-arid wilderness and settled agriculture. Such inner frontiers could only be bridged by the ongoing movements of Turkish, Afghan, Rajput and other warbands. Like the most spectacular examples of the Delhi Sultanate and the Mughal Empires, they all based their power on the exploitation of the most lethal weapon of that time: the warhorse. In discussing the breeding and trading of horses and their role in medieval and early modern South Asian warfare, Gommans also makes some thought-provoking comparisons with Europe and the Middle East. Since the Indian frontier is part of the much larger Eurasian Arid Zone that links the Indian subcontinent to West, Central and East Asia, the final essay explores the connected and entangled history of the Turko-Mongolian warband in the Ottoman and Timurid Empires, Russia and China.

Book excerpt: A reminder that war is not always, or even generally, good for long-term growth Many believe that despite its destructive character, war ultimately boosts long‑term economic growth. For the United States this view is often supported by appeal to the experience of the Second World War, understood as a triumph of both production and productivity. Alexander Field shows that between 1941 and 1945 manufacturing productivity actually declined, depressed by changes in the output mix and resource shocks from enemy action, including curtailed access to natural rubber and, on the Eastern Seaboard, petroleum. The war forced a shift away from producing goods in which the country had a great deal of experience toward those in which it had little. Learning by doing was only a partial counterbalance to the intermittent idleness and input hoarding that characterized a shortage economy and dragged down productivity. The conflict distorted human and physical capital accumulation and once it ended, America stopped producing most of the new goods. The war temporarily shut down basic scientific research and the ongoing development of civilian goods. U.S. world economic dominance in 1948, Field shows, was due less to the experience of making war goods and more to the country’s productive potential in 1941.
