Book excerpt: This United States Marine Corps manual, Marine Corps Warfighting Publication MCWP 5-10 Marine Corps Planning Process August 2020, was first published in January 2000 as MCWP 5-1. Since that time, Marine Corps forces at all echelons of command have used the Marine Corps Planning Process (MCPP) to conduct the range of military operations. The use of design over the last decade suggests that design is more than conceptual planning which establishes aims, objectives, and intentions. A more critical role of design is to promote understanding of the current situation as a basis for broad solutions. While design establishes the nature of the problem, the inclusion of a design methodology in this revision aids commanders, staffs, and planners in determining the problem set and a framework for solving them. The publication's design methodology reflects a belief that sufficient complexity can exist at all levels of warfare and across the conflict continuum to include tactical situations that will require an understanding of the set of problems that hinder movement from the current state to the desired state of an operational environment. Among all critical factors bearing on military operations, time is defining. The MCPP helps Marines win the time fight through a promotion of intuitive understanding, commander's intent, and the use of task and purpose when operating inside an established paradigm. Another time aid is the center of gravity techniques used to determine which of the actions that address a problemset will be decisive. These visions of decisiveness inform the convergence of combat powerthrough main and supporting efforts and resource priorities. The publication focuses primarily on commanders with staffs; however, any Marine required to plan operations should know the planning process well enough to determine the problem, envision a desired state, and develop options for achieving that state. This publication supersedes MCWP 5-10, Marine Corps Planning Process, dated 24 August 2010. MCWP 5-10 implements North Atlantic Treaty Organization (NATO) Standardization Agreement (STANAG) 2014, NATO Formats for Orders and Designation of Timing, Locations, and Boundaries.

It is intended to be both compelling and easily mastered for junior non-commissioned officers and company grade officers, while still rich enough to be interesting to both specialist and non-specialist academics. It is a book meant not just for bookshelves but also for ruck sacks and cargo pockets. Part Two builds on Part One by exploring concepts with which the tactician must be familiar with such as the culminating point of victory, mission tactics and decentralized command and control, offensive and defensive operations, and the initiative. Part Three will conclude the book examining implications of the presented tactical systems to a variety of other issues in strategic studies.

Book excerpt: Operation RÖSSELPRUNG was a Second World War German operation conducted in Bosnia, which aimed at eliminating the leadership of the Partisan movement, namely Marshal Josip-Broz Tito. It was a direct action raid, which involved an airborne (parachute and glider) assault by 500 SS Fallschirmjäger (Parachute) Battalion on the suspected site of Tito’s Headquarters and a subsequent linkup with the German XV Mountain Corps converging from all directions. Operation RÖSSELPRUNG failed due to mediocre intelligence support and inadequate tactical level planning. Intelligence shortfalls were rooted primarily in poor German inter-organization relations and cooperation, including the sharing of intelligence, which resulted in missed opportunities and a failure to pinpoint Tito’s location with sufficient precision. Given the quality of intelligence provided, the plan for the airborne assault did not include sufficient flexibility for the execution of contingencies. There are three major conclusions from the failure of this operation that can be applied to contemporary operations of a similar nature: The first deals with tactics to be employed in the face of uncertain intelligence. The degree of intelligence certainty is critical in determining both the size of the force and the extent of the objective area in a direct action raid. The second is the requirement for contingency planning. Contingency planning provides commanders with flexibility once an operation has commenced to deal with the unexpected, and is especially vital in the face of uncertain intelligence. The third, and probably most critical, concerns the importance of interagency intelligence cooperation. It is vital that different intelligence organizations that are pursuing a similar goal, especially in the same theatre of operations, cooperate to the greatest extent possible.

Book excerpt: MARINE CORPS OPERATIONS Marine Corps Doctrinal Publication (MCDP) 1-0, Marine Corps Operations, provided a bridge between the maneuver warfare philosophy articulated in our first nine MCDPs and the tactics, techniques, and procedures contained in our warfighting and reference publications. It focused on describing the role of the Marine Corps component in providing, sustaining, and deploying Marine Corps Forces at the operational level of war and on how the largest of our Marine air-ground task forces (MAGTFs), the Marine expeditionary force, conducted operations at the tactical level. Developed just prior to, and published shortly after, the momentous events of 11 September 2001, the original edition reflected the language and operational constructs prevalent within joint doctrine at that time. Key among them were the notions of "war" versus "military operations other than war," as well as the unstated, but embedded, belief that the ability to defeat a conventional adversary granted the ability to succeed against "lesser" foes. Since then, Marines have successfully conducted a wide variety of expeditionary missions. These missions have included the projection of a landing force from amphibious ships in the Indian Ocean more than 400 miles inland into Afghanistan; a mechanized attack from Kuwait to Baghdad, followed by prolonged counterinsurgency operations to pacify major portions of Iraq; and numerous foreign humanitarian assistance and crisis response operations worldwide. Critical to the success of these missions was the role played by forward-postured, sea-based forces and resources that were employed singly or with others and surged from dispersed global locations. Crisis response has long been the stock-in-trade of--indeed the rationale for--forward-deployed, sea-based Marines; however, Marines have also become a force of choice for various engagement activities employed by the geographic combatant commanders to build partnerships and proactively shape what is now called the operational environment. The diversity of operations, the expanded application of Marine Corps capabilities, and the changing lexicon all illustrate how our collective American understanding of the security era, our national strategy, our organizations, and our employment of military power have evolved during nearly ten years of conflict. Accordingly, this edition, which supersedes its predecessor, reflects that evolution. This publication records changes to Marine Corps organization and force posture. It discusses the use of smaller MAGTFs and other, nonstandard formations that are increasingly employed with our joint and multinational partners--especially those in the Navy and special operations forces--and how we plan, execute, and assess our expanded activities across the range of military operations. It provides concise descriptions of the various operations Marines may conduct and elaborates on the various tactical operations that Marine Corps commanders may integrate, in varying degrees, to successfully accomplish assigned missions. Marine Corps commanders and staffs at all levels should read, study, and be thoroughly conversant with the content of MCDP 1-0. The notion that "words matter," is embedded throughout this publication, which defines key terms to ensure Marines speak a common operational language.
