Book excerpt: A Brookings Institution Press and the Center for Global Development publication The plight of the poorest around the world has been pushed to the forefront of America's international agenda for the first time in many years by the war on terrorism and the formidable challenges presented by the HIV/AIDS pandemic. In March 2002, President Bush announced the creation of the Millennium Challenge Account (MCA). This bilateral development fund represents an increase of $5 billion per year over current assistance levels and establishes of a new agency to promote growth in reform-oriented developing countries. Amounting to a doubling of U.S. bilateral development aid—the largest increase in decades—the MCA offers a critical chance to deliberately shape the face that the United States presents to people in poor nations around the world. This book makes concrete recommendations on crafting a new blueprint for distributing and delivering aid to make the MCA an effective tool, not only in its own right, but also in transforming U.S. foreign aid and strengthening international aid cooperation more generally. The book tackles head on the tension between foreign policy and development goals that chronically afflicts U.S. foreign assistance; the danger of being dismissed as one more instance of the United States going it alone instead of buttressing international cooperation; and the risk of exacerbating confusion among the myriad overlapping U.S. policies, agencies, and programs targeted at developing nations, particularly USAID. In doing so, The Other War draws important lessons from new international development initiatives, such as the Global Fund to Fight AIDS, TB, and Malaria, the mixed record of previous U.S. aid efforts, trends in the U.S. budget for foreign assistance, the agencies currently involved in administering U.S. development policy, and the importance of the relationship between Congress and the executive branch in determining aid outcomes. The MCA holds the promise of substantially increasing U.S. development assistance and piolicy, and the importance of the relationship between Congress and the executive branch in determining aid outcomes. The MCA holds the promise of substantially increasing U.S. development assistance and pioneering a new era in aid, but the authors caution against creating yet another example of wasted aid that could undermine political support for foreign assistance for decades to come.

Book Competition and Compromise among Chinese Actors in Africa

Download or read book Competition and Compromise among Chinese Actors in Africa written by Niall Duggan and published by Springer. This book was released on 2019-08-02 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explains why conflict exists among Chinese foreign-policy actors in Africa and argues against the concept that China has a grand strategy in relation to Africa. It does so by examining Sino-African relations by focusing on how China’s Africa policy is constructed and implemented concluding that a large number of actors are active in its formulation and implementation. The book argues that China’s Hegemonic Political Discourse (HPD), the goal of achieving a Harmonious Society and later the Chinese Dream through the Scientific Concept of Development, has dominated Chinese political discourse. It is this HPD that acts as the structural imperative that allows for collective action in the Chinese foreign-policy process in Africa rather than a Chinese grand strategy since the actors are unwilling to break the social norms of the collective process for fear of exclusion. This book will be of great interest to China watchers and those eager to understand how China's rise will impact the developing world.

Book AIDS South Africa and the Politics of Knowledge

Download or read book AIDS South Africa and the Politics of Knowledge written by Professor Jeremy R Youde and published by Ashgate Publishing, Ltd.. This book was released on 2013-03-28 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Through an in-depth examination of the interactions between the South African government and the international AIDS control regime, Jeremy Youde examines not only the emergence of an epistemic community but also the development of a counter-epistemic community offering fundamentally different understandings of AIDS and radically different policy prescriptions. In addition, individuals have become influential in the crafting of the South African government's AIDS policies, despite universal condemnation from the international scientific community. This study highlights the relevance and importance of Africa to international affairs. The actions of African states call into question many of our basic assumptions and challenge us to refine our analytical framework. It is ideally suited to scholars interested in African studies, international organizations, global governance and infectious diseases.

Book Sport Cultures and Identities in South Africa

Download or read book Sport Cultures and Identities in South Africa written by John Nauright and published by A&C Black. This book was released on 1997-01-01 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: The meanings attached to sports in South African societies, past and present, are explored in this book, which focuses particularly on the part played by the prominent team sports of rugby, soccer and cricket in the creation of social divisions and unities over the course of South African history. In the past, only white South Africans could represent "South Africa" in international sport. Now, formerly white-dominated sports have been promoted as unifying forces for a nation in the process of forging a new national identity. The book considers the history and changing meanings attached to particular sports in the old and new South Africas, and how sport is being used and abused today.

Book The United States in Africa

Download or read book The United States in Africa written by Raymond W. Copson and published by Zed Books Ltd.. This book was released on 2013-04-04 with total page 130 pages. Available in PDF, EPUB and Kindle. Book excerpt: The George W. Bush administration maintains that in sub-Saharan Africa it is making major new contributions in fighting disease, promoting development, fostering democracy, and promoting peace. Yet, despite the rhetoric, is the Bush Administration really working to bring about a fairer and more just Africa? Though aid has increased and a major AIDS initiative launched, Copson argues that US policy in Africa falls well short of meeting reasonable standards of fairness or justice. Foreign aid is losing its focus on development as political priorities come to the fore; U.S. barriers to African exports remain substantial; and the AIDS program is in danger of flagging due to unilateralism and ideological controversy. An increasingly military approach to fighting the 'Global War on Terror' in Africa and securing energy imports carries serious risks for the region. Copson concludes by assessing the prospects of a more equitable policy emerging in future administrations.

Book US Strategy in Africa

    Book Details:
  • Author : David J Francis
  • Publisher : Routledge
  • Release : 2010-02-25
  • ISBN : 1136996621
  • Pages : 302 pages

Download or read book US Strategy in Africa written by David J Francis and published by Routledge. This book was released on 2010-02-25 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book outlines the construction, interpretations and understanding of US strategy towards Africa in the early twenty-first century. No single issue or event in the recent decades in Africa has provoked so much controversy and unified hostility and opposition as the announcement by former President George W. Bush of the establishment of the United Stated Africa Command – AFRICOM. The intensity and sheer scale of the unprecedented unity of opposition to AFRICOM across Africa surprised many experts and lead them to ask why such a hostile reaction occurred. This book explores the conception of AFRICOM and the subsequent reaction in two ways. Firstly, the contributors critically engage with the creation and global imperatives for the establishment of AFRICOM and present an analytical outline of African security in relation to and within the context of the history of US foreign and security policy approaches to Africa. Secondly, the book has original chapter contributions by some of the key actors involved in the development and implementation of the AFRICOM project including Theresa Whelan, the former US Deputy Assistant Secretary for African Affairs. This is not only an attempt to contribute to the academic and policy-relevant debates based on the views of those who are intimately involved in the design and implementation of the AFRICOM project but also to show, in their own words, that ‘America has no clandestine agenda for Africa’. This book will be of interest to students of US foreign policy/national security, strategic studies, international security and African politics. David J. Francis is Chair of African Peace & Conflict Studies in the Department of Peace Studies at the University of Bradford.

Available in PDF, EPUB and Kindle. Book excerpt: Emerging Africa describes the too-often-overlooked positive changes that have taken place in much of Africa since the mid-1990s. In 17 countries, five fundamental and sustained breakthroughs are making old assumptions increasingly untenable: • The rise of democracy brought on by the end of the Cold War and apartheid • Stronger economic management • The end of the debt crisis and a more constructive relationship with the international community • The introduction of new technologies, especially mobile phones and the Internet • The emergence of a new generation of leaders. With these significant changes, the countries of emerging Africa seem poised to lead the continent out of the conflict, stagnation, and dictatorships of the past. The countries discussed in the book are Botswana, Burkina Faso, Cape Verde, Ethiopia, Ghana, Lesotho, Mali Mauritius, Mozambique, Namibia, Rwanda, São Tomé and Principe, Seychelles, South Africa, Tanzania, Uganda, and Zambia.
