Book Maximizing the Use of Roadway Weather Information Systems

Download or read book Maximizing the Use of Roadway Weather Information Systems written by Eugene S. Takle and published by . This book was released on 1998 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: This project was proposed as Phase I of a 2-phase program to evaluate the present use of weather information by Iowa Department of Transportation (IaDOT) personnel, recommend revised procedures, and then implement the resulting recommendations. Midway through Phase I (evaluation phase) the FORETELL project was funded. This project is a multi-state venture that engages the National Weather Service (NWS) and the Forecast Systems Laboratory of the National Oceanic and Atmospheric Administration and proposes to supplant the current weather information-generation and distribution system with an advanced system based on state-of-the-art technologies. The focus of the present project was therefore refined to consider use of weather data by IaDOT personnel, and the training programs needed to more effectively use these data. Results of the survey revealed that two major areas - training of personnel on use of data from whatever source and more precise information of frost formation - are not addressed in the FORETELL project. These aspects have been the focus of the present project.

Book Where the Weather Meets the Road

Download or read book Where the Weather Meets the Road written by National Research Council and published by National Academies Press. This book was released on 2004-05-01 with total page 189 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weather has broad and significant effects on the roadway environment. Snow, rain, fog, ice, freezing rain, and other weather conditions can impair the ability of drivers to operate their vehicles safely, significantly reduce roadway capacity, and dramatically increase travel times. Multiple roadway activities, from roadway maintenance and construction to shipping, transit, and police operations, are directly affected by inclement weather. Some road weather information is available to users currently, however a disconnect remains between current research and operations, and additional research could yield important safety and economic improvements for roadway users. Meteorology, roadway technology, and vehicle systems have evolved to the point where users could be provided with better road weather information through modern information technologies. The combination of these technologies has the potential to significantly increase the efficiency of roadway operations, road capacity, and road safety. Where the Weather Meets the Road provides a roadmap for moving these concepts to reality.

Book Evaluation of ODOT Roadway weather Sensor Systems for Snow and Ice Removal Operations

Download or read book Evaluation of ODOT Roadway weather Sensor Systems for Snow and Ice Removal Operations written by Helmut T. Zwahlen and published by . This book was released on 2003 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recommendations for a statewide expansion of Ohio's RWIS network were made based on an extensive literature review, product review, cumulative cost comparison, survey of users and administrators, and site visits in Ohio, other states, and Switzerland. Factors used to determine optimal RWIS station deployment included distance between existing RWIS stations in Ohio and surrounding states, declared snow days, and annual snowfall amounts in Ohio. Also recommended is the use of File Transfer Protocol (FTP) to work around proprietary system constraints, and having data from all vendors put into a common database format. Although cost savings and benefits attributed to RWIS and anti-icing in the literature vary widely, there is a consensus that these systems do repay their costs in reduced maintenance costs and reduced accident rates. At a minimum, in addition to the RWIS stations already deployed in the Toledo, Columbus, and Cleveland areas, placement of 14 RWIS stations around the state should be sufficient to meet basic statewide weather prediction and monitoring needs. It may be advantageous for ODOT to deploy more RWIS stations to achieve a denser coverage encompassing all 88 counties in the state. Certain trouble spots, such as bridges, may warrant additional RWIS stations on a case-by-case basis, a concern not addressed in this report. At a minimum, each district should have at least one RWIS station, or two in northern districts. Exact sites should be chosen by district managers or personnel in consultation with meteorology and RWIS experts, subject to approval higher up, to give the district personnel that will use the information an additional incentive to use the RWIS. Installations should be at locations with typical rather than extreme conditions. It is further recommended that each county garage be equipped with a small weather station and simple pavement sensor near the station for the purpose of creating a weather conscious culture at the county garage level. The characteristics of an ideal RWIS station are described; these include pavement temperature sensors, atmospheric weather sensors, accurate forecasting, and traffic volume and speed information. Since the performance of pavement sensors under controlled conditions was not known, a bench test was proposed; results are reported separately in Part II. The benefit of the RWIS network will come only if anti-icing methods are diligently applied using RWIS information. Performance measures for winter operations should be built into the maintenance system.

Book Weather Issues in Transportation

Download or read book Weather Issues in Transportation written by and published by . This book was released on 2004 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weather can have a profound, negative impact on mobility and traveler safety. Nationally, adverse weather is a factor in 1.5 million car and truck crashes and costs society nearly $42 billion annually. Through intelligent transportation systems (ITS) and better road weather information, winter maintenance managers, traffic managers, and travelers now have the opportunity to manage traffic and travel to more effectively ameliorate weather's safety and productivity challenges. In the past few years, weather-related transportation issues have become a priority for the national research agenda. On June 14, 2004, the Iowa Department of Transportation hosted a regional, multi-disciplined forum. The purpose of the forum was to identify Midwest regional research and technology transfer priorities in weather-related transportation research and to discuss the possibility of establishing a regional research program to support the national road weather research agenda. The June 14 Weather Issues in Transportation focus group forum provided an opportunity for transportation agency professionals, professionals representing transportation users, commercial weather data and forecast providers, and members of the meteorology community to express their priorities for weather-related transportation research and technology transfer. Focus groups were organized into the following eight initiatives: (1) Weather Providers, (2) Weather Users, (3) Maintenance Equipment & Technologies, (4) Maintenance Management, (5) Maintenance Operations, (6) Traffic Operations & Safety, (7) Intermodal Traffic, and (8) Design & Construction. The focus groups identified and ranked 25 research problem statements that would require over $20 million for first-year funding if all projects were started in the same year.

Book Integrating Social and Behavioral Sciences Within the Weather Enterprise

Download or read book Integrating Social and Behavioral Sciences Within the Weather Enterprise written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2018-01-05 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our ability to observe and forecast severe weather events has improved markedly over the past few decades. Forecasts of snow and ice storms, hurricanes and storm surge, extreme heat, and other severe weather events are made with greater accuracy, geographic specificity, and lead time to allow people and communities to take appropriate protective measures. Yet hazardous weather continues to cause loss of life and result in other preventable social costs. There is growing recognition that a host of social and behavioral factors affect how we prepare for, observe, predict, respond to, and are impacted by weather hazards. For example, an individual's response to a severe weather event may depend on their understanding of the forecast, prior experience with severe weather, concerns about their other family members or property, their capacity to take the recommended protective actions, and numerous other factors. Indeed, it is these factors that can determine whether or not a potential hazard becomes an actual disaster. Thus, it is essential to bring to bear expertise in the social and behavioral sciences (SBS)â€"including disciplines such as anthropology, communication, demography, economics, geography, political science, psychology, and sociologyâ€"to understand how people's knowledge, experiences, perceptions, and attitudes shape their responses to weather risks and to understand how human cognitive and social dynamics affect the forecast process itself. Integrating Social and Behavioral Sciences Within the Weather Enterprise explores and provides guidance on the challenges of integrating social and behavioral sciences within the weather enterprise. It assesses current SBS activities, describes the potential value of improved integration of SBS and barriers that impede this integration, develops a research agenda, and identifies infrastructural and institutional arrangements for successfully pursuing SBS-weather research and the transfer of relevant findings to operational settings.
