Book excerpt: Described by some as a “necropolis for babies,” the province of Quebec in the early twentieth century recorded infant mortality rates, particularly among French-speaking Catholics, that were among the highest in the Western world. This “bleeding of the nation” gave birth to a vast movement for child welfare that paved the way for a medicalization of childbearing. In Babies for the Nation, basing her analysis on extensive documentary research and more than fifty interviews with mothers, Denyse Baillargeon sets out to understand how doctors were able to convince women to consult them, and why mothers chose to follow their advice. Her analysis considers the medical discourse of the time, the development of free services made available to mothers between 1910 and 1970, and how mothers used these services. Showing the variety of social actors involved in this process (doctors, nurses, women’s groups, members of the clergy, private enterprise, the state, and the mothers themselves), this study delineates the alliances and the conflicts that arose between them in a complex phenomenon that profoundly changed the nature of childbearing in Quebec. Un Québec en mal d’enfants: La médicalisation de la maternité 1910—1970 was awarded the Clio-Québec Prize, the Lionel Groulx-Yves-Saint-Germain Prize, and the Jean-Charles-Falardeau Prize. This translation by W. Donald Wilson brings this important book to a new readership.

Through the spread of neoliberal policies in education both in the global North and the global South, the book suggests that this process is leading to new forms of schooling and socio-spatial dynamics linked to the creation of increasingly competitive school markets. It is therefore reasonable to assume that there is broad consensus in the international community on how to take the position of children in society seriously. Despite the unique success of the Convention, the situation is such that it forces us, as a matter of urgency, to explore, develop and implement guarantees for effective monitoring of the implementation of the Convention's provisions. In the end, rights are only effective when implemented. This book, containing the contributions made and discussed at the European Conference on Monitoring Children's Rights (organized by Ghent University's Children's Rights Centre in December 1994), presents the results of interdisciplinary research into monitoring to a wider scientific forum. Several monitoring issues are tackled, with particular emphasis on the reporting system: what should be reported (the content of the reports) and who should report (the more formal and procedural aspects of reporting)? Apart from a suitable monitoring mechanism, there is also the self-executing force of the Convention, making it directly enforceable in national courts. Ongoing and dynamic monitoring can be a powerful impetus to making systematic progress in this area. The debate on monitoring the Children's Rights Convention may in this way expand into an attractive and exemplary debate on human rights conventions in general. Book excerpt: Of all the cultural "revolutions" brought about by the development of printing technology during the sixteenth century, perhaps the most remarkable but least understood is the purported rise of European vernacular languages. It is generally accepted that the invention of printing constitutes an event in the history of language that has profoundly shaped modernity, and yet the exact nature of this transformation—the mechanics of the event—has remained curiously unexamined. In The Prosthetic Tongue, Katie Chenoweth explores the relationship between printing and the vernacular as it took shape in sixteenth-century France and charts the technological reinvention of French across a range of domains, from typography, orthography, and grammar to politics, pedagogy, and poetics. Under François I, the king known in his own time as the "Father of Letters," both printing and vernacular language emerged as major cultural and political forces. Beginning in 1529, French underwent a remarkable transformation, as printers and writers began to reimagine their mother tongue as mechanically reproducible. The first accent marks appeared in French texts, the first French grammar books and dictionaries were published, phonetic spelling reforms were debated, modern Roman typefaces replaced gothic scripts, and French was codified as a legal idiom. This was, Chenoweth argues, a veritable "new media" moment, in which the print medium served as the underlying material apparatus and conceptual framework for a revolutionary reinvention of the vernacular. Rather than tell the story of the origin of the modern French language, however, she seeks to destabilize this very notion of "origin" by situating the cultural formation of French in a scene of media technology and reproducibility. No less than the paper book issuing from sixteenth-century printing presses, the modern French language is a product of the age of mechanical reproduction.
