Book excerpt: This paper analyzes the relationship between maternal labor supply and children's cognitive development, using a sample of three- and four-year-old children of female respondents from the 1986 National Longitudinal Surveys Youth Cohort (NLSY). Respondents in the NLSY were aged 21 to 29 in 1986; thus our sample consists of children of relatively young mothers. We show that for this group the impact of maternal labor supply depends upon when it occurs. Maternal employment is found to have a negative impact when it occurs during the first year of the child's life and a potentially offsetting positive effect when it occurs during the second and subsequent years. We find some evidence that boys are more sensitive to maternal labor supply than girls though the gender difference is not significant. The negative first-year effect is not mitigated to any great extent by the increased maternal income that accompanies it, though the increase in maternal income does appears to play an important role in producing the positive effect in the second and later years

Book excerpt: This study investigates the relationship between parental employment and child cognitive development using data from multiple years of the National Longitudinal Survey of Youth. Maternal labor supply during the first three years of the child's life is predicted to have a small negative effect on the verbal ability of 3 and 4 year olds and a substantial detrimental impact on the reading and math achievement of 5 and 6 year olds. Working during the second and third years appears to have less favorable or more deleterious consequences when the mother is also employed in the first year. The results are robust to the inclusion of controls for day care arrangements or paternal job-holding and there is some indication that early employment may be particularly costly for children in traditional' two-parent families. Finally, the data suggest that paternal and maternal employment have qualitatively similar effects, hinting at the importance of time investments by fathers. The overall conclusion is that previous research may have provided an overly optimistic assessment of the effects of parental employment on child cognitive development.

Book excerpt: This paper analyzes the effects of maternal employment and non-parental child care on child cognitive development, taking into account the mother's time allocation between leisure and child-care time. I estimate a behavioral model, in which maternal labor supply, non-parental child care, goods expenditure and time allocation decisions are considered to be endogenous choices of the mother. The child cognitive development depends on maternal and non-parental child care and on the goods bought for the child. The model is estimated using US data from the Child Development Supplement and the Time Diary Section of the Panel Study of Income Dynamics. The results show that the productivity of mother's child-care time substantially differs by a mother's level of education. Moreover, the childcare time of college-educated mothers is more productive than non-parental child care. The simulation of maternity leave policies, mandating mothers not to work in the first two years of the child's life, reveals that the impact on the child's test score at age five is either positive or negative, depending on whether the leave is paid or not. The heterogeneous productivity of mothers' time leads to different allocation choices between child care and leisure: college-educated mothers re-allocate a larger fraction of their time out of work to child care than do the lower educated, while the opposite holds for leisure.

Book excerpt: This study investigates how maternal employment is related to the outcomes of 10 and 11 year olds after controlling for a wide variety of child, mother and family background characteristics. The results suggest that the mother's labor supply has deleterious effects on cognitive development, obesity and possibly risky behaviors such as smoking or drinking, while reducing behavior problems. These negative consequences are quite small for the average child, however, and usually restricted to relatively long maternal work hours. Less intensive employment is often associated with favorable outcomes and labor supply after the first three years typically has little effect. By contrast, large adverse consequences are frequently obtained for advantaged' adolescents, with negative impacts predicted even for limited amounts of maternal labor supply and for work during the child's fourth through ninth year.

Book excerpt: This paper studies the dynamic relationship between parental labor supply, children's cognitive development and intra-household bargaining power. To do so, I construct a model that incorporates preference heterogeneity across and within households, a constrained cooperative bargaining framework with explicit outside options, a dynamic technology of the child's cognitive development, and endogenous parental human capital and wages. Using detailed U.S. panel data on married households, I identify and estimate the model with the Method of Simulated Moments, and show that it replicates observable trends and heterogeneity in parental time use, the use of formal childcare arrangements and child test scores. I use the model to simulate the effects of cash transfers and formal childcare subsidies. First, I find that the cost-effectiveness of the recently expanded Child Tax Credit, in terms of fostering child cognition and reducing intra-household inequality, could be improved by giving cash to mothers directly, and by making the credit increase with the child's age. Second, I consider expansions of the Child and Dependent Care Tax Credit which offer larger formal childcare subsidies and relax the employment requirements. I estimate that a 25 percent subsidy could boost young children's skills by over 0.1 standard deviations, increase maternal labor supply even when there is no work requirement, and be financed at no additional cost through a 50 percent reduction in the Child Tax Credit for households with young children.

Book excerpt: Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

Book excerpt: In a review written in 1979, I noted that there was a paucity of research examining the effects of maternal employment on the infant and young child and also that longitudinal studies of the effects of maternal em ployment were needed (Hoffman, 1979). In the last 10 years, there has been a flurry of research activity focused on the mother's employment during the child's early years, and much of this work has been longi tudinal. All of the studies reported in this volume are at least short-term longitudinal studies, and most of them examine the effects of maternal employment during the early years. The increased focus on maternal employment during infancy is not a response to the mandate of that review but rather reflects the new employment patterns in the United States. In March 1985, the Bureau of Labor Statistics reported that 49.4% of married women with children less than a year old were employed outside the home (Hayghe, 1986). This figure is up from 39% in 1980 and more than double the rate in 1970. By now, most mothers of children under 3 are in the labor force.

Book excerpt: We design a new survey to elicit quantifiable, interpersonally comparable beliefs about pecuniary and non-pecuniary benefits and costs to maternal labor supply decisions, to study how beliefs vary across and within different groups in the population and to analyze how those beliefs relate to choices. In terms of pecuniary returns, mothers' (and fathers') later-life earnings are perceived to increase the more hours the mother works while her child is young. Similarly, respondents perceive higher non-pecuniary returns to children's cognitive and non-cognitive skills the more hours a mother works and the more time her child spends in childcare. Family outcomes on the other hand, such as the quality of the mother-child relationship and child satisfaction, are perceived to be the highest when the mother works part-time, which is also the option most respondents believe their friends and family would like them to choose. There is a large heterogeneity in the perceived availability of full-time childcare and relaxing constraints could substantially increase maternal labor supply. Importantly, it is perceptions about the non-pecuniary returns to maternal labor supply as well as beliefs about the opinions of friends and family that are found to be strong predictors of maternal labor supply decisions, while beliefs about labor market returns are not.

I use a gendered resource allocation model that recognizes differences in investment preferences between men and women and how women can use increases in their relative earnings to direct greater amounts of family resources towards enrichment goods and services that promote child well-being. Support for this model comes mostly from research conducted outside of the United States. This study contributes to this research literature by using an American sample drawn from the Children of the National Longitudinal Survey of Youth 1979. In addition, I contribute to the research on maternal employment and child outcomes with a longitudinal analysis of children's cognitive development trajectories from age five to 14. I find some negative effects on children's initial levels of cognitive skills for measures of both early and current maternal employment hours. Some of these effects are moderated by race, the supportiveness of children's home environment, and mothers' cognitive skills. Contrary to predictions from a gendered resource allocation model, I find that children's cognitive development is lowest in households in which mothers' and fathers' incomes approximate parity, likely because of a lack of clear specialization in such households. I discuss these findings in terms of theoretical, research, and policy applications.

Book excerpt: Paxson and Schady examine the relationship between early cognitive development, socioeconomic status, child health, and parenting quality in a developing country. They use a sample of over 3,000 predominantly poor pre-school age children from Ecuador and analyze determinants of their scores on the Spanish version of the Peabody Picture Vocabulary Test (TVIP), a widely used test of language ability. The authors show that median age-normed test scores on the TVIP are much lower for older than younger children, and there is greater dispersion in scores among older children. They find that household socioeconomic characteristics, in particular wealth and parental education, are "protective"-children from wealthier households with more educated parents have higher scores. The associations of test scores with wealth and maternal education are larger for older children, suggesting that these factors have cumulative effects on cognitive ability. Last, the authors show that child health and measures of parenting quality are associated with performance on the TVIP. Children with lower hemoglobin levels perform worse on tests. Measures of parenting quality, in particular the degree to which parents are "responsive" and "harsh" toward children, and whether children are read to, account for a portion, although not the majority, of the association between socioeconomic status and cognitive development.

This book explores the links between maternal employment and child health using an international perspective that is grounded in economic theory and rigorous empirical methods. Women's labor-market activity affects child health largely because their paid work raises household income, which strengthens families' abilities to finance healthcare needs and nutritious food; however, time away from children could counteract some of the benefits of higher socioeconomic status that spring from maternal employment. New evidence based on data from nine South and Southeast Asian countries illuminates the potential tradeoff between the benefits and challenges families contend with in the face of women's labor-market activity. This book provides new, original evidence on links between maternal employment and children's health using data associated with three indicators of children's nutritional status: birth size, stunting, and wasting. Results support the implementation and enforcement of policy interventions that bolster women's advancement in the labor market and reduce undernutrition among children.
