Book excerpt: Excerpt from Materials Towards a Statistical Account of the Town and Island of Bombay, Vol. 1 of 3: History The absence of any administrative necessity for the information, the want of the needful official machinery for collecting details and compiling statistics, and, at the same time, the excellence of Maclean's Guide to Bombay were considered reasons enough for excluding the Town and Island of Bombay from the Gazetteer series of District Statistical Accounts. Nearly three years ago the Secretary of State expressed the wish that a Statistical Account of the Town and Island of Bombay should be prepared. A scheme was drawn up, and, in anticipation of sanction, a small establishment was engaged, and the necessary preliminary examination of the Secretariat Records was begun. The preparation of any suitable account of the Town and Island of Bombay implies the engagement of a large and highly paid special stafi. Objections which could not be overcome were raised to the scale and the cost of the proposed scheme. The undertaking had to be abandoned. Meanwhile the small staff at work on the Secretariat Records had extracted and arranged a mass of materials. While neighborhood associations want the vendors off cluttered sidewalks, many Mumbaikers appreciate the convenient bargains they offer. In The Slow Boil, Jonathan Shapiro Anjaria draws on his long-term fieldwork with these vendors to make sense of the paradoxes within the city and, thus, to create a better understanding of urban space in general. Much urban studies literature paints street vendors either as oppressed and marginalized victims or as inventive premoderns. In contrast, Anjaria acknowledges that diverse political, economic, historic, and symbolic processes create contradictions in the vendors' everday lives, like their illegality and proximity to the state, and their insecurity and permanence. Mumbai's disorderly sidewalks reflect the simmering tensions over livelihood, democracy, and rights that are central to the city but have long been overlooked. In The Slow Boil, these issues are not subsumed into a larger framework, but are explored on their own terms.

Yet, rather than halting the flow of capital, these crises served to secure it. In colonial Bombay, capitalists and governors, Indian and British alike, used moments of crisis to justify interventions that delimited the city as a distinct object and progressively excluded laborers and migrants from it. Town planners, financiers, and property developers joined forces to secure the city as a space for commerce and encoded shelter types as legitimate or illegitimate. By the early twentieth century, the slum emerged as a particularly useful category of stigmatization that would animate city-making projects in subsequent decades. Sheetal Chhabria locates the origins of Bombay’s now infamous “slum problem” in the broader histories of colonialism and capitalism. She not only challenges assumptions about colonial urbanization and cities in the global south, but also provides a new analytical approach to urban history. Making the Modern Slum shows how the wellbeing of the city–rather than of its people–became an increasingly urgent goal of government, positioning agrarian distress, famished migrants, and the laboring poor as threats to be contained or excluded.
