Book Health Insurance Coverage and Health Care Access and Affordability in Massachusetts

Download or read book Health Insurance Coverage and Health Care Access and Affordability in Massachusetts written by and published by . This book was released on 2016 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the fall of 2006, the Blue Cross Blue Shield of Massachusetts Foundation began an annual survey of nonelderly adults called the Massachusetts Health Reform Survey (MHRS). The MHRS supports the evaluation of Massachusetts' 2006 health care reform bill titled "An Act Providing Access to Affordable, Quality, Accountable Health Care" (Chapter 58 of the Acts of 2006). The 2015 MHRS provides a first assessment of the state's efforts to improve affordability of care and reduce health care spending through cost containment legislation titled "An Act Improving the Quality of Health Care and Reducing Costs Through Increased Transparency, Effficiency and Innovation" (Chapter 224 of the Acts of 2012). It also assesses the impact of the federal Affordable Care Act (ACA) that began in January 2014. The 2015 MHRS highlights sustained gains in health insurance coverage since the passage of Massachusetts' 2006 health care reform law, as well as persistent gaps in health care access and affordability for many of those with insurance coverage. Low-income adults and those with health problems tend to be disproportionately impacted by these gaps. The survey findings are a reminder that the goals of health care reform are not fully achieved by simply reducing the number of people who are uninsured.

Book excerpt: In 2006, Massachusetts passed comprehensive health reform designed to provide near-universal health insurance coverage for state residents. Building on a long history of health reform efforts, the state embarked on an ambitious plan to promote shared individual, employer, and government responsibility. This brief examines Massachusetts' implementation efforts over the last six years and looks to what lies ahead under federal health reform. Massachusetts succeeded in expanding coverage to nearly all state residents, and residents have experienced gains in access to health care serivces. However the state continues to struggle with rising health care costs. In addition, Massachusetts must make some changes in order to fully comply with federal health reform.
