Book POLICING MASS TRANSIT

Download or read book POLICING MASS TRANSIT written by Kurt R. Nelson and published by Charles C Thomas Publisher. This book was released on 1999-01-01 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is a comprehensive examination of the topics needed to insure the public's safety while using mass transit. Not only will law enforcement professionals and students find it a useful reference, it is also of benefit to transit managers and planners who need to incorporate safety and security design into a mass transit system. The first section of the book discusses the foundations of creating a systematic approach to safety and security. The initial chapter establishes the community orientation needed for creating a stakeholder-vested transit system. From that foundation, an examination of information management and planning finish the discourse on the elemental portions of creating a total system. The next section divides mass transit into its basic components of buses, light rail, and fixed locations/stations. Each component requires consideration of unique or specialized issues. Finally, the last section covers specific topics of concern, such as terrorism, youths, gangs, mentally ill, homeless, and other pertinent areas of interest to both transit policing and system management. Policing Mass Transit is a book well-suited to students, planners, transit managers, and law enforcement officers. It is a comprehensive approach to designing a safe, secure, and desirable mass transit system.

Book Policy and Planning as Public Choice

Download or read book Policy and Planning as Public Choice written by David Lewis and published by Routledge. This book was released on 2019-07-09 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this book applies formal economic measures to the passenger and taxpayer benefits of public transit service in the United States under a public choice analytical framework. Approximately 400 local transit budgets have been renewed annually for more than 25 years. These budgets epitomize Braybrooke and Linblom’s concept of 'disjointed incrementalism' and Buchanan’s concept of 'Public Choice' since local legislators funded transit despite constant academic criticism of transit performance. On the other hand, Braybrooke and Lindblom and Buchanan show that local budgets capture benefits that traditional planning analysis does not grasp. This is borne out in analysis in the book. Indeed, far from draining society, transit returns five dollars in benefits for each one dollar of public subsidy. After explaining the analytical framework in Chapter 1, four chapters are devoted to measuring the value of transit benefits. The concluding chapter draws out the implications of this approach and of benefit measurement for policy and planning.

Book Public Policy and Transit System Management

Download or read book Public Policy and Transit System Management written by George M. Guess and published by Praeger. This book was released on 1990-01-19 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: The history of transit system management in the United States has largely been a history of failure--failure to come to grips with the real issues involved and failure to develop effective policies for an efficient and rational system. This book, the first major survey in more than a decade, catalogues management attempts to overcome constraints imposed by external institutional and sociopolitical factors, as well as by internal labor and resource problems. In combining actual case histories with academic insights, it offers managers and consultants the tools to make transit systems work.
