Book excerpt: For decades, scholars and politicians have vigorously debated whether Confucianism is compatible with democracy, yet little is known about how it affects the process of democratization in East Asia. In this book, Doh Chull Shin examines the prevalence of core Confucian legacies and their impacts on civic and political orientations in six Confucian countries: China, Japan, South Korea, Singapore, Taiwan, and Vietnam. Analyses of the Asian Barometer and World Values surveys reveal that popular attachment to Confucian legacies has mixed results on democratic demand. While Confucian political legacies encourage demand for a non-liberal democratic government that prioritizes the economic welfare of the community over the freedom of individual citizens, its social legacies promote interpersonal trust and tolerance, which are critical components of democratic civic life. Thus, the author argues that citizens of historically Confucian Asia have an opportunity to combine the best of Confucian ideals and democratic principles in a novel, particularly East Asian brand of democracy.

Book excerpt: East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.

Women who initially had very little in common developed a bond as the days of their families’ detentions accumulated and their ordeals continued. This led them to form a quasi-organization prayer meeting group in the 1970s, which eventually developed into permanent Mothers’ organizations in the mid-1980s. The Mothers in this book include both the early- and late-comers to the movement, as the membership has undergone many changes since its inception in the 1970s. While the individual Mothers are the primary focus, this book explores beyond their individual concerns and activities. It discusses various methods the individual Mothers employed to promote their causes and attempts to study how the activities of the organizations founded by the inexperienced Mothers have affected the process of Korea’s democratization and how they remain active decades later.

Seungsook Moon examines the ambitious effort by which South Korea transformed itself into a modern industrial and militarized nation. She demonstrates that the pursuit of modernity in South Korea involved the construction of the anticommunist national identity and a massive effort to mold the populace into useful, docile members of the state. This process, which she terms “militarized modernity,” treated men and women differently. Men were mobilized for mandatory military service and then, as conscripts, utilized as workers and researchers in the industrializing economy. Women were consigned to lesser factory jobs, and their roles as members of the modern nation were defined largely in terms of biological reproduction and household management. Moon situates militarized modernity in the historical context of colonialism and nationalism in the twentieth century. She follows the course of militarized modernity in South Korea from its development in the early 1960s through its peak in the 1970s and its decline after rule by military dictatorship ceased in 1987. She highlights the crucial role of the Cold War in South Korea’s militarization and the continuities in the disciplinary tactics used by the Japanese colonial rulers and the postcolonial military regimes. Moon reveals how, in the years since 1987, various social movements—particularly the women’s and labor movements—began the still-ongoing process of revitalizing South Korean civil society and forging citizenship as a new form of membership in the democratizing nation.

The book starts with an analysis of the distinctive characteristics of bureaucratic authoritarianism and how democratic transition had been possible after inconclusive and protracted “tug of war” between authoritarian regime and democratic opposition. It then goes on to explore what the opportunities and constraints to the new democracy are to be a consolidated democracy, how new democracy had changed the industrial relations in the post-transition period, how premodern political culture such as Confucian patrimonialism and familism had obstructed democratic consolidation, and the improvement of quality of democracy. The author compares empirically, from the perspective of a comparative political scientist, political regime superiority of democracy over authoritarianism with regard to economic development. He concludes that “democratic incompetence” theory has been proven wrong and, in South Korea, democracy has performed better than authoritarian regimes in terms of economic growth with equity, employment, distribution of income, trade balance, and inflation.
