Book excerpt: This exploratory study sought to understand which assisted-living and nursing facilities in Mecklenburg County, NC have emergency plans with evacuation components in place and to differentiate the facilities that do have mass evacuation plans in place from those that do not. This study also identified what resources facilities are more likely to have at their disposal to assist in the possible evacuation of residents/patients, as well as the resources that facilities need in order to successfully execute their emergency or mass evacuation plan. The population included directors/administrators of all nursing homes and assisted living facilities in Mecklenburg County, North Carolina (N=59), however only 18 facilities participated, yielding a 30.5% response rate. Information was collected using a mail survey that asked questions on facility characteristics, facility disaster planning and patient characteristics. Using the SPSS program for statistical analysis, the current situation of long-term care emergency planning was examined using frequencies and descriptive statistics. Findings showed that all 18 (100%) of the participating facilities reported having emergency and mass evacuation plans. However, results suggest that these plans cannot be considered "all-hazard" plans due to missing components for certain types of emergencies. For example, 12 (66.7%) of the participating facilities do not currently have emergency plans that address nuclear disasters. Research findings will be presented at a local conference on May 24, 2007, hosted by Charlotte-Mecklenburg Council on Aging, which is focused or, emergency preparedness for senior citizens.

The report focuses on major incidents that could necessitate a partial to full evacuation of the central business district or other large portion of an urban area. According to the committee that produced the report, transit agencies could play a significant role in an emergency evacuation, particularly in transporting carless and special needs populations, but few urban areas have planned for a major disaster and evacuation that could involve multiple jurisdictions or multiple states in a region, or have focused on the role of transit and other public transportation providers in such an incident. The report offers recommendations for making transit a full partner in emergency evacuation plans and operations, while cautioning emergency managers, elected officials, and the general public to be realistic in their expectations, particularly in a no-notice incident that occurs during a peak service period.

One issue is the reorganization of the traffic routing. Congested urban areas have usually complex street networks that are composed of many intersections with streets connecting them. The population density of a congested urban area is usually high and the street network is already used to capacity during rush hour traffic. The considered problem of this work is the reorganization of the traffic routing of an urban area for the case of an emergency mass evacuation. Especially aspects of the evacuation like safety, avoidance of delays and the total system travel time are taken into account. Combinatorial and graph theoretical aspects are adapted for the evacuation problem and highlight issues concerning especially conflicts within intersections. This work gives an extensive summary of literature of evacuation of urban areas. Mixed-integer linear programming models are developed for evacuation problems and heuristic algorithms are provided and tested.?
