Book excerpt: During the Civil War centennial, historical memory collided with some of the civil rights movement's most critical years. After a diastrous start to the Civil War centennial commemorations in Charleston, South Carolina, the U.S. Civil War Centennial Commission was turned over to the leadership of academics who put a greater focus on nonmiilitary topics, including emancipation. The State of Maryland, as home to the Battle of Antietam, was well-situated to join in the commemoration of emancipation. The Maryland Civil War Centennial Commission did not, however, choose this course. This thesis expands on the Civil War memory studies of David Blight and Michael Kammen to illustrate how Maryland represents the intersections of reconciliationist and emancipationist memory during the centennial. Using offficial documentation from the Maryland Civil War Centennial Commission and news outlets from the state, it examines how Marylanders planned and conducted their commemorations by focusing on themes of reconciliation. It also examines how reconciliation came to be viewed as a threat to continuing progress in struggle for civil rights by black Marylanders. This study concludes that the Maryland Civil War Centennial Commission fashioned a deliberately reconciliationist approach that focused on military heroics and the notion of shared honor among Union and Confederate soldiers. In competition with this approach were efforts by civil rights activists in the state to highlight the prominence of slavery and emancipation in Civil War memory amidst contemporary struggles against Jim Crow. The commission's vision for the commemorations ultimately prevailed, but the emancipationist narrative was able to gain significant ground during the centennial period. In these ways, Maryland was both representative of a larger battle over Civil War memory duing the centennial while also containing it own distinct elements of historical memory.

These divisions came to a head in the years that followed the war. In Loyalty on the Line, David K. Graham argues that Maryland did not adopt a unified postbellum identity and that the state remained divided, with some identifying with the state’s Unionist efforts and others maintaining a connection to the Confederacy and its defeated cause. Depictions of Civil War Maryland, both inside and outside the state, hinged on interpretations of the state’s loyalty. The contested Civil War memories of Maryland not only mirror a much larger national struggle and debate but also reflect a conflict that is more intense and vitriolic than that in the larger national narrative. The close proximity of conflicting Civil War memories within the state contributed to a perpetual contestation. In addition, those outside the state also vigorously argued over the place of Maryland in Civil War memory in order to establish its place in the divisive legacy of the war. By using the dynamics interior to Maryland as a lens for viewing the Civil War, Graham shows how divisive the war remained and how central its memory would be to the United States well into the twentieth century.
