Book The Regulation of Motor Vehicle and Traffic Safety

Download or read book The Regulation of Motor Vehicle and Traffic Safety written by Glenn C. Blomquist and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: Decisions twenty years ago during the fIrst generation of modern traffIc safety policymaking were easier than today. Afterall, the mandate for specifIc mandatory motor vehicle safety standards was dermed rather clearly during legislative hearings. Since the initial standards, decisions have been based on the more general guidelines of "practicality" and avoiding "unreasonable risks. " Now, with more diffIcult decisions pending, the demand for analysis is greater. My purpose in writing this book is to promote second generation policymaking in traffic safety. The dominant theme is that an "individual net benefIt approach" is useful in the design, evaluation and improvement of traffic safety policy. Hopefully, this book provides some guidance for today's tougher decisions. Evaluative review of modern traffic safety policy, especially automobile safety standards, yields several results. The technological approach, the basis for the 1966 legislation, is shown to produce mistakes. Benefits are overestimated and endangerment of nonoccupants is ignored. The risk homeostatic approach, the devil's idea to some in the safety community, is shown to be a limiting case of the more general individual net benefIt approach. Rationality and competency in travelers' safety decisions are reviewed in a broad context. Evidence beyond the realm of behavioral ix x The Regulation of Motor Vehicle and Traffic Safety psychology indicates considerable, albeit imperfect, competency in traffic safety decisions. Conventional benefit-cost analysis is critiqued. Existing studies of passive restraints are shown to overestimate net benefits because travelers' responses and costs are ignored.

Book Communication Public Discourse and Road Safety Campaigns

Download or read book Communication Public Discourse and Road Safety Campaigns written by Nurit Guttman and published by Routledge. This book was released on 2014-06-05 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the use of communication campaigns to promote road safety, arguing that they need to elicit public discourse on issues pertaining to culture, equity, gender, workplace norms, environmental issues, and social solidarity. Increasingly, new media channels and formats are employed in the dissemination process, making road safety-related messages ubiquitous, and often controversial. Policy makers, educators, researchers, and the public continue to debate the utility and morality of some of the influence tactics employed in these messages, such as the use of graphic images of injury or death, stigmatization (or "blame and shame"), and the use of "black humor." Guttman argues that influencing road safety requires making changes in normative and cultural conceptions of broader issues in society, yet the typical discourse on road safety tends to focus on individual attitudes and practices. The book highlights the importance of social and behavioral theory in communication campaigns on road safety, and critiques the tendency to focus on individual cognition, affect, and risk conceptions rather than on normative, structural, and cultural factors. The volume positions the discourse on road safety as a social issue, and treats road safety behavior as a social activity that directly relates to other public issues, social values, and social policy, while discussing potential uses of social media and participatory approaches. The discussion turns to the role of road safety communication campaigns as part of a democratic process of eliciting public discourse, including how contemporary society could address broader issues of risk and safety.
