Book excerpt: The purpose of this paper is to investigate three related issues concerning the urban land market in Bogota, Colombia. First, an attempt is made to quantify the extent to which land unit prices vary in response to the size of the lots. Second, land value gradients for the city as a whole are estimated to examine the evolution of the land price surface to which cadastral assessments follow market land valuations. It also serves to quantify the relationships between land values and the income of the resident population, and, by implication, to infer the distributive effects of those taxes which are based on land valuations. The analysis indicates that there can be both quantity premiums and discounts in the urban land market at the same time. These scale effects, however, are not stable over time but change in response to urban growth. Estimation of land price surfaces shows declining differences in land values between the city center and periphery. Cadastral appraisals appear to have been relatively successful in approximating market values. Assessed values are sensitive to the income of the resident population, but market values are weakly related to income differences. Therefore, taxes on land valuations are more progressive than those based on market prices.

Available in PDF, EPUB and Kindle. Book excerpt: We use information of the period 2000-2010 to assess the land market neutrality of a Land Value Development Tax (LVDT) in Bogota (Colombia). This city introduced the LVDT in 2004 and it offers an excellent vantage point for observation of its effects because of these reasons: (a) the LVDT follows a clear spatial and temporal application process; (b) the LVDT is applied over an extended metropolitan area regulated by a single master plan throughout all the years of application of the tax; (c) the city comprises a single public authority for revenue and taxation purposes; and (d) there has been no previous historical experience with the use of this type of land exaction in the city or its region. The LVDT is a one-time exaction levied where regulatory or infrastructural state interventions determine price increases, making it a difficult assessment subject when compared to the pure land tax. However, the aforementioned characteristics of our case study allow us to test its static (lowering of land prices) and dynamic (no development timing effects) neutrality in an emerging urban environment, using single and multi-equation spatial panel techniques.

Book excerpt: This study introduces a geographical approach to analyze the market for new housing in Bogota, Colombia and address limitations of currently available research that is not sensitive to underlying spatial determinants in this city. The overall purpose of this investigation is to provide a framework to evaluate this market from a data-driven perspective in a context where information is often limited or disperse, while illustrating the importance of spatial interactions to develop estimations through quality-adjusted hedonic price models. The analysis is based on a dataset with information of more than 400 thousand new condominium transactions during the period between August 2010 and August 2018 in Bogota and surrounding municipalities. The properties are reverse-geocoded, assigned to their specific local planning jurisdictions within the city and surroundings, and analyzed in relation to their structural parameters. The intersection between transactional and spatial data is explored to provide three approaches that contribute to the notion of the importance of social-political territorial subdivision as a driver of the residential market, while suggesting an initial route to develop accurate predictive models based on location rather than overly-detailed datasets for this city. The first approach consists of a comprehensive data summary that integrates several variables into graphical and geographical representations to portray urban characteristics of the city, reveal patterns and provide insights through the lens of the new housing market. The second approach involves the construction of quality-adjusted housing price indices for new housing. The precision of a model with limited structural attributes is enhanced by including a combination of neighborhood fixed effects and factors that provide a qualitative assessment of the properties’ socioeconomic context, a method that results effective to substantially augment coefficients of determination and lower residual standard errors. The scope of the price index is then expanded to analyze price dynamics according to locations and socioeconomic strata. Finally, the same methodology for the construction of the price indices is implemented to generate estimations for property area and prices at individual levels.
