The stupendous events of the last few years have followed one another in such rapid succession that few people realise the enormous task which our Navy was called upon to perform. From the terribly sudden collapse of the whole fabric of Germany's commerce the success of this work must be evident; and although in 1915 many of our ships were still engaged on foreign service, practically all naval matters centralised in home waters. The treaties to which marginal references are made may be found in Treaties and Conventions between the United States and other Powers, 1776 - 1909, 1910 - 1913, three volumes. Treaties in force prior to 1904 are printed in Compilation of Treaties in Force, 1904. The Hague and Geneva conventions, which have been ratified before April 12, 1911, may also be found in Navy Department publication entitled "Hague and Geneva Conventions." The Geneva convention of 1906 is also printed with International Law Topics and Discussions, Naval War College, 1906. All The Hague conventions of 1907, whether or not ratified, were printed for convenience of reference with International Law Situations, Naval War College, 1908. Treaties between the United States and other powers are cited in the marginal references under the name of the foreign State, and the year of the treaty, as "Brazil, 1828," refers to the treaty between the United States and Brazil of 1828. Marginal references to treaties, etc., should be consulted before decisions are made. The Declaration of Paris of 1856 is cited as "Dec. of Paris, 1856." The United States did not formally adhere to this declaration, but has in practice followed its provisions. The Hague conventions are cited by the numbers assigned at The Hague conference, as: "IV, Hague, 1907," refers to the convention respecting the laws and customs of war on land. That would require not only many volumes, but prolonged and careful research by competent historians. When such a work is completed, our people will realize for the first time the admirable initiative with which the gallant personnel of our navy responded to the requirements of an unprecedented naval situation. But in the meantime this story has been written in response to a demand for some account of the very generally misunderstood submarine campaign and, particularly, of the means by which it was defeated. The interest of the public in such a story is due to the fact that during the war the sea forces were compelled to take all possible precautions to keep the enemy from learning anything about the various devices and means used to oppose or destroy the underwater craft. This necessity for the utmost secrecy was owing to the peculiar nature of the sea warfare. When the armies first made use of airplane bombs, or poison gas, or tanks, or mobile railroad batteries, the existence of these weapons and the manner of their use were necessarily at once revealed to the enemy, and the press was permitted to publish full accounts of them and, to a certain extent, of their effect and the means used to oppose them. In a former volume I attempted to supply this defect in the historical records, which will be available for future generations, so far as the Grand Fleet was concerned, during my period as its Commander-in-Chief. The present volume, which was commenced and nearly completed in 1918, was to have been published at the same time. My departure on a Naval mission early in 1919 prevented me, however, from putting the finishing touches to the manuscript until my return this spring. I hesitated as to the publication of this portion of what is in effect one complete narrative, but eventually decided not to depart from my original purpose. There is some reason to believe that the account of the work of the Grand Fleet gave the nation a fuller conception of the services which the officers and men of that force rendered in circumstances which were necessarily not easily appreciated by landsmen.
