In addition, the program was established to maintain U.S. presence in international commercial shipping by slowing the trend of U.S. ships seeking foreign registry, provide a readily available supply of U.S. mariners to crew government and commercial ships in a time of national emergency, and encourage shipping companies to participate with DOD in contingency planing.
