Book Framework for the Development of National Shipping Policies

Download or read book Framework for the Development of National Shipping Policies written by United Nations. Economic and Social Commission for Asia and the Pacific and published by United Nations Publications. This book was released on 1999 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the last decade developing countries in the Asia-Pacific region achieved a high degree of economic growth, and this was accompanied by a rapid increase in sea carried overseas trade. In 1998 nine out of the world's twenty largest container ships were from Asia but their ownership was limited to a handful of countries in the region. The disparity between the success stories and the shipping services of the majority of the region's developing countries is very wide and still widening. Part of the explanation for this is that while developing countries wish to maintain a shipping presence, their shipping industries have not been afforded the high priority within the industrial development of these countries. Recently countries in the region have recognised that shipping services are an important element of continued economic growth, and that unless concerted action is taken, their national shipping services will be marginalised by the global competition. The dilemma for many countries is this: on the one hand they wish to maintain a presence through the development of national shipping capabilities; on the other hand they want their overseas trade to enjoy the competitive shipping services offered by foreign shipping lines. National maritime administrations must evaluate the shipping potential of their country and formulate appropriate shipping policies to reconcile these issues. The focus of this publication is trade and service related shipping policies. It sets out issues that should be considered by policy makers in determining national shipping policies and provides a framework and the tools to analyse these issues. A policy that is appropriate for one country may not be appropriate for another, and so each country has to work out its shipping policies in the overall context of national economic objectives and its shipping potential.

Book The Unctad Liner Code

Download or read book The Unctad Liner Code written by Lawrence Juda and published by Routledge. This book was released on 2019-07-11 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UNCTAD Liner Code: United States Maritime Policy at the Crossroads Lawrence Juda World shipping—vital to international trade—is now going through a period of radical change. The UNCTAD Code of Conduct for Liner Conferences is an important manifestation of that change, reflecting the pressures exerted by developing countries for a New International Economic Order and for modifications in the system of international trade. The code, best known for its provisions on liner cargo allocations, includes a number of other very significant stipulations important for U.S. policy. For several years the United States has opposed the convention and acted on the assumption that the EEC countries, Japan, and other developed states would not ratify it. Now that ratification appears imminent, the United States may find itself isolated and exposed to a number of problems whose impacts may be felt not only in maritime affairs but also in trade, diplomacy, and security. This study examines the nature, provisions, and possible effects of the UNCTAD Liner Code. Dr. Juda evaluates how the regime of the code compares with the present U.S. framework for liner regulations and promotion, then outlines and assesses the major policy options available to the United States given the positions taken by the developing states and the EEC. The book is based on interviews with key officials and on U.N. and U.S. government documents.

Book Coastal Zone Management Imperative for Maritime Developing Nations

Download or read book Coastal Zone Management Imperative for Maritime Developing Nations written by B.U. Haq and published by Springer Science & Business Media. This book was released on 2013-03-09 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: Anthropogenic transformation of the coastal zone continues at a steady pace, especially in the developing maritime countries, where coastal resources are often crucial to national economies. However, exploitation of these resources is often indiscriminate, ill planned, or carried out without adequate scientific knowledge. This leads to rapid resource depletion, and often irreversible environmental degradation. The 1992 Rio de Janeiro UN Conference on Environment and Development recognized the expediency of an integrated and sustainable use of all coastal resources, functions and services grounded on sound scientific data. The present volume is based on the 1994 international workshop Integrated Coastal Zone Management, and brings together contributions by leading specialists both on basic concepts and on applications of coastal management. The work is divided into six parts, dealing with the conceptual framework of ICZM; regional and global aspects of coastal management; environmental assessment in ICZM; capacity building and technology transfer; monitoring and environmental analysis; and case studies and status of ICZM plans. The book also incorporates an interactive ICZM planning module, COSMO, which can be of use in designing a management plan for a coast. Attention is also given to long-term environmental effects of present-day actions. It is hoped that COSMO will prove an additional learning tool for ICZM practitioners and enhance the value of the book. This work is intended to give a broad coverage of conceptual and technical aspects of ICZM, and will be of use to operational executives as well as students of ICZM, environmental economists, policy-makers and senior managers in the international development agencies and governmental and non-governmental organizations. It can be recommended as a textbook and as a reference work.

Book Contemporary Marine and Maritime Policy

Download or read book Contemporary Marine and Maritime Policy written by Jingjing Xu and published by Nova Science Publishers. This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The importance of marine and maritime policy can hardly be overstated in view of the fact that over 90% of world trade is sea-borne and the economic interests of developed, developing and emerging economies alike are all heavily dependent on international trade and commerce. What is perhaps not so readily appreciated by the world community at large including the captains of relevant industries such as shipping, fisheries, cargo and insurance interests, is that environmental issues and concerns are at the very heart of commercial growth and development. This is where the "marine" as distinguished from the "maritime" interests fit into the equation. Both are intimately inter-connected and co-related to the extent that policy development in the field cannot be achieved in a rational manner without the consideration of both these essential factors. This book attempts to bring together both these perspectives through the writings and contributions of several distinguished scholars in their respective fields of expertise. The editor is hopeful that the contributions of these individuals will serve to enhance knowledge and interest in marine and maritime policy development and formulation among those involved in this highly specialised area of endeavour, be they government administrators, private sector executives and managers, practitioners, researchers or scholars of related persuasions. The term "policy" in this book carries a broad connotation referring to both policy that is primarily law based as well as policy formulated on economic and sociological considerations. Marine and maritime business, as a significant commercial activity in the world's economy, is heavily regulated by law. In many areas of marine and maritime affairs, the nexus between legal policy and the policy influenced by market forces as well as their mutual interaction is highly significant, especially viewed from a historical perspective.

Book Maritime Governance and Policy Making

Download or read book Maritime Governance and Policy Making written by Michael Roe and published by Springer Science & Business Media. This book was released on 2012-07-20 with total page 449 pages. Available in PDF, EPUB and Kindle. Book excerpt: A close analysis of the framework of existing governance and the existing jurisdictional arrangements for shipping and ports reveals that while policy-making is characterized by national considerations through flags, institutional representation at all jurisdictions and the inviolability of the state, the commercial, financial, legal and operational environment of the sector is almost wholly global. This governance mismatch means that in practice the maritime industry can avoid policies which it dislikes by trading nations off against one another, while enjoying the freedoms and benefits of a globalized economy. A Post-modern interpretation of this globalized society prompts suggestions for change in maritime policy-making so that the governance of the sector better matches more closely the environment in which shipping and ports operate. Maritime Governance and Policy-Making is a controversial commentary on the record of policy-making in the maritime sector and assesses whether the reason for continued policy failure rests with the inadequate governance of the sector. Maritime Governance and Policy-Making addresses fundamental questions of governance, jurisdiction and policy and applies them to the maritime sector. This makes it of much more interest to a much wider audience – including students, researchers, government officials, and those with industrial and commercial interests in the shipping and ports areas - and also of more value as it places the specific maritime issues into their wider context.
