Book excerpt: An important provision of the European Convention on Human Rights is that in the event of a violation being found, not only is the state in question required to redress the consequences of the violation vis-á-vis the applicant - by such means as reopening of proceedings at the origin of the violation, reversal of a judicial verdict, discontinuation of expulsion proceedings or, where necessary, payment of a monetary award to the applicant; but it must also take general measures to prevent the repetition of the violation. These latter measures may take the form, for example, of a change in legislation, recognition of the Court's judgment in national case-law, the appointment of extra judges or magistrates to absorb a backlog of cases, the construction of detention centres suitable for juvenile delinquents, the introduction of training for the police, or other similar steps. This second edition continues to examine both individual measures and general measures taken by states in accordance with the Court's judgments and with the supervisory proceedings of the Committee of Ministers, as published in its human rights (DH) resolutions.

The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. The collection also sets out approaches and instruments designed to assist in implementing effective policies.

The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.

Understanding the characteristics and functions of speech in policy processes is a requirement for trying to overcome this problem; indeed, politicians and bureaucrats spend a good proportion of their time and resources discoursing, i.e., writing, speaking, and publishing. However, there has been scant analysis of political discourse; the aim of this book is to fill this analytical gap, by exploring political speech from a variety of perspectives, including normative, epistemological, and empirical. Incorporating insights from economics, political science, philosophy, and law, and evidence from the United States, Canada, France, Italy, Turkey, and the EU, the book addresses a wide variety of timely issues, including:. Fiscal discipline in speeches vs budget balance: Is an improvement (deterioration) of the budget balance preceded by a more (less) fiscally disciplined discourse? Revenues and spending forecasted in budget speeches vs realised budget outcomes: Is there a systematic bias? If so, how can we explain it? Electoral pledges vs actual realisations: Do governments follow up on their electoral pledges? Ideological stance in party publications vs spending and revenues of party governments: Do parties of the right and the left speak different languages? How can we validly classify a government as of the left or of the right? Is there a systematic difference between governments of the right and of the left in terms of their policy? Speeches by central bank officers vs monetary policy: Can changes in monetary policy be predicted by official speeches? But the report cards they give to the World Trade Organization, the European Union, NAFTA, and the Free Trade Agreement of theAmericas are generally very critical.
