The complex relationship between liberty and security has been fundamentally recast and contested in liberal democracies since the start of the 'global war on terror'. In addition to recognizing new agencies, political pressures, and new sensitivities to difference, it is important that not to over-state the novelty of the post-9/11 era: the war on terror simply made possible the intensification, expansion, or strengthening of policies already in existence, or simply enabled the shutting down of debate. Working from a common theoretical frame, if different disciplines, these chapters present policy-oriented analyses of the actual practices of security, policing, and law in the European Union and Canada. They focus on questions of risk and exception, state sovereignty and governance, liberty and rights, law and transparency, policing and security. In particular, the essays are concerned with charting how policies, practices, and ideas migrate between Canada, the EU and its member states. By taking ‘field’ approach to the study of security practices, the volume is not constrained by national case study or the solipsistic debates within subfields and bridges legal, political, and sociological analysis. It will be of much interest to students of critical security studies, sociology, law, global governance and IR in general. Mark B. Book excerpt: This new book shows how the idea of a strategic triangle can illuminate the security relationships among the United States, the European Union and Russia in the greater transatlantic sphere. This concept highlights how the relationships among these three actors may, on some issues, be closely related. A central question also follows directly from the use of the notion of the triangle: does the EU have actor capability in this policy sphere or will it get it in the future? The reason this is so important for our project is that only if the Union is regarded by the two other actors, and regards itself, as an actor in security policy does the strategic triangle really exists. Consequently, this book has a strong focus upon the development of the actor capability of the Union. In the case of the United States, it examines to what extent the concept of the strategic triangle has significance under each of five grand strategies that serve as alternative visions of the superpower’s role in the world.

Book excerpt: In light of the Arab Spring and after days of public quarreling that highlighted the divisions among NATO’s members on an agreement to give command of the "no-fly" zone in Libya to the Alliance, it is evident that the U.S. is having problems engaging with its European allies and partners. Why is this happening? Breaking away from the conventional way to study transatlantic relations, Serena Simoni uses a Constructivist theoretical lens to argue that the transatlantic partners’ changing identities since the early 1990s have influenced their political interests and, as a consequence, their national security policies. Contemporary divergences are a notable byproduct of these transformations. By focusing on cases of disagreement (i.e., NATO’s enlargement, the International Criminal Court, and Debt Relief for Africa), this book shows how since the 1990s, the US has started to see itself as the actor carrying the international defense burden, while the European Union has developed an image of itself as the actor in charge of humanitarian efforts, which generally entails diplomacy rather than military efforts. Contemporary cases of disagreement as the Arab Spring, Libya, and Foreign Assistance in Africa illustrate how redefined national identities continue to alter the course of transatlantic relations. Understanding Transatlantic Relations provides a more accurate examination of the future of transatlantic relations and offers an understanding of those issues that the United States and Europe would consider important enough to justify their cooperation.
