Book excerpt: Can features extracted from high spatial resolution satellite imagery accurately estimate poverty and economic well-being? This paper investigates this question by extracting object and texture features from satellite images of Sri Lanka, which are used to estimate poverty rates and average log consumption for 1,291 administrative units (Grama Niladhari divisions). The features that were extracted include the number and density of buildings, prevalence of shadows, number of cars, density and length of roads, type of agriculture, roof material, and a suite of texture and spectral features calculated using a nonoverlapping box approach. A simple linear regression model, using only these inputs as explanatory variables, explains nearly 60 percent of poverty headcount rates and average log consumption. In comparison, models built using night-time lights explain only 15 percent of the variation in poverty or income. The predictions remain accurate when restricting the sample to poorer Gram Niladhari divisions. Two sample applications, extrapolating predictions into adjacent areas and estimating local area poverty using an artificially reduced census, confirm the out-of-sample predictive capabilities.

These night-time light satellite images can be compiled into a geospatial time series that represent an invaluable source of information for both the natural and social sciences. Night-time light remote sensing has been shown to be particularly useful for a range of natural science and social science applications, including studies relating to urban development, demography, sociology, fishing activity, light pollution and the consequences of civil war. Key sensors for these time-series include the Defense Meteorological Satellite Program’s Operational Linescan System (DMSP/OLS) and the Suomi National Polar-orbiting Partnership Satellite’s Visible Infrared Imaging Radiometer Suite Day/Night Band (Suomi NPP/VIIRS DNB). An increasing number of alternative sources are also available, including high spatial resolution and multispectral sensors. This book captures key methodological issues associated with pre-processing night-time light data, documents state of the art analysis methods, and explores a wide range of applications. Major sections focus on NPP/VIIRS DNB processing; inter-calibration between NPP/VIIRS and DMPS/OLS; applications associated with socio-economic activities, applications in monitoring urbanization; and fishing activity monitoring. The chapters in this book were originally published as a special issue of the International Journal of Remote Sensing.

Although development projects are carefully designed and meticulously evaluated for cost effectiveness and benefits, too many of them are not sufficiently targeted geographically. The growing availability and use of spatial data, organized in a computer system such as a geographical information system (GIS), makes it more feasible to analyze the impact of projects in specific locales and to achieve more effective targeting. 'Geographical Targeting for Poverty Alleviation' introduces the basic concepts of a GIS. It also demonstrates how to organize geographic and nongeographic data. In addition, it presents different methods for using the data of the Household Income and Expenditure Survey, together with other surveys and the population census, to provide estimates for the standard of living and the incidence of poverty incidence in different geographical areas of a country. Ultimately, these estimates should be used to establish guidelines for targeting poverty alleviation projects. This publication illustrates different GIS applications for identifying the project's target population, determining the project's spatial 'sphere of influence' or deciding where to locate public facilities. This publication is of interest to task managers, economists, development researchers, and geographers.

Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.
