This book examines the development of regional identity in the American West, demonstrating that it is a regionally diverse entity made up of many different wests--Great Plains, Southwest, Rocky Mountains, and more--in which American regionalism finds its fullest expression. These fourteen original essays tell how a sense of place emerged among residents of various regions and how a sense of those places was developed by people outside of them. Wrobel and Steiner first offer a compelling overview of the West's regional nature; then thirteen other rising or renowned scholars-from history, American Studies, geography, and literature-tell how regional consciousness formed among inhabitants of particular regions. All of the essays address the larger issue of the centrality of place in determining social and cultural forms and individual and collective identities. Some focus on race and culture as the primary influences on regional consciousness while others emphasize environmental and economic factors or the influence of literature. Some even examine western regionalism in areas that lie beyond the West as it has traditionally been conceived. Each of the contributors believes that where a people live helps determine what they are, and they write not only about the many wests within the larger West, but also about the constant state of flux in which regionalism exists. Many books speak of the West as a place, but few others deal with the West's different places. Many Wests presents a vision of the West that reflects both the common heritage and unique character of each major subregion, building on the revisionist impulse of the last decade to help redirect New Western History toward an appreciation of regional diversity and integrate scholarship in the regional subfields. Teiwes examines both the substance and the process of economic policy-making in that period, explaining how the rational policies of opposing rash advance in 1956-57 gave way to the fanciful policies of the Great Leap, and assessing responsibility for the failure to adjust adequately those policies even as signs of disaster began to reach higher level decision makers. In telling this story, Teiwes focuses on key participants in the process throughout both "rational" and "utopian" phases - Mao, other top leaders, central economic bureaucracies and local party leaders. The analysis rejects both of the existing influential explanations in the field, the long dominant power politics approach focusing on alleged clashes within the top leadership, and David Bachman's recent institutional interpretation of the origins of the Great Leap. Instead, this study presents a detailed picture of an exceptionally Mao-dominated process, where no other actor challenged his position, where the boldest step any actor took was to try and influence his preferences, and where the system in effect became paralyzed while Mao kept changing signals as disaster unfolded.

But, as Lee Feigon points out in his startling revision of Mao, the Chinese leader has been tainted by the actions and policies of the same Soviet-style Communist bureaucrats he came to hate and attempted to eliminate. Mr. Feigon argues that the movements for which Mao is almost universally condemned today—the Great Leap Forward and especially the Cultural Revolution—were in many ways beneficial for the Chinese people. They forced China to break with its Stalinist past and paved the way for its great economic and political strides in recent years. While not glossing over Mao’s mistakes, some of which had heinous consequences, Mr. Feigon contends that Mao should be largely praised for many of his later efforts—such as the attacks he began to level in the late 1950s on those bureaucrats responsible for many of the problems that continue to plague China today. Squad Leader Ho (who knew the most about pigs) replied that, according to Chairman Mao, one must investigate the problem fully from all sides, and then integrate practice and theory. As fresh and original as the individual accounts are, common and timeless themes emerge: the sluggishness of an agrarian society in responding to modernization; the painful lack of resources in a poor and gigantic country; the constraints imposed on common people by the bureaucracy; the way in which individuals outwardly support the system and inwardly resist it; the limitations of heavy and conflicting doses of ideology in motivating individuals. But there are also recurrent motifs of economic and social progress: production rises, illiteracy declines, and socialist values have impact. A new China has emerged, though change is occurring far more slowly than its leaders had intended. Mao's People contains much new information on China both for the general reader and for specialists in the field. Above all, it is a completely engrossing and vivid glimpse into the ways of a nation we are only beginning to discover.
