Book excerpt: Current water quality targets for Lake Erie call for a 40% reduction in total phosphorus (TP) and dissolved reactive phosphorus (DRP) from 2008 levels from the Maumee River watershed. Previous studies have shown pathways to reaching these targets through widespread implementation of agricultural best management practices due to the large impact agriculture has on the water quality discharged from the watershed. Approximately 88% of the total phosphorus delivered to Lake Erie from the watershed comes from agricultural fertilizer and manure applications. Although a large focus on achieving these water quality targets is on management of agricultural land practices, many unknowns exists about the impact manure applications have on the water quality discharged from the watershed.

Book excerpt: The Regional Manure Management Model, developed for the ERS project on "Manure Management for Improved Water Quality", is used to evaluate the cost and feasibility of manure land application as a manure management strategy at the regional level. This model is a nonlinear mathematical programming model of animal manure-nutrient production and distribution applied to the Chesapeake Bay watershed. The model is designed to assess regional costs of manure management, transport, and land application in the Chesapeake Bay watershed, given the existing structure of the animal industry and manure-storage technologies currently in use. Manure-nutrient production is allocated within the basin to minimize costs to the animal sector, subject to land availability and policy provisions. A defining feature of the modeling system involves the integration - within an optimization framework of spatial data from a Geographic Information System and farm-level data from the 1997 Agricultural Census - aggregated to the county level. The framework captures important spatial interactions involving animal concentrations and land available for manure spreading that can significantly affect manure land application costs faced by animal producers.

Yet, significant water quality problems remain, and trends for some pollutants are in the wrong direction. This book addresses the economics of water pollution control and water pollution control policy in agriculture, with an aim towards providing students, environmental policy analysts, and other environmental professionals with economic concepts and tools essential to understanding the problem and crafting solutions that can be effective and efficient. The book will also examine existing policies and proposed reforms in the developed world. Although this book addresses and has a general applicability to major water pollutants from agriculture (e.g., pesticides, pharmaceuticals, sediments, nutrients), it will focus on the sediment and nutrient pollution problem. The economic and scientific foundations for pollution management are best developed for these pollutants, and they are currently the top priorities of policy makers. Available in PDF, EPUB and Kindle. Book excerpt: The return of severe algal blooms to the Western Basin of Lake Erie has refocused efforts to manage nutrients in and around the Great Lakes. An important part of this effort has been extensive water quality modeling in the region, especially in watersheds responsible for excessive nutrient loading to at-risk lake basins. Models can expand the predictive impact of limited monitoring data, and therefore provide a powerful tool for water managers. However, models are limited by numerous shortcomings, including data availability, model structure, and equifinal model solutions. Bringing light to these potential issues in model development and implementation is key in the effective use of and public trust in modeling results. The work presented in this document is comprised of four main objectives aimed at examining model confidence. First (Chapter 2), a Soil and Water Assessment Tool (SWAT) model was developed for the Maumee River watershed at the near-farm-field scale, incorporating the best available data for the region. This new model was compared against previous model iterations using edge-of-field monitoring data. A key improvement in soil P initialization values revealed a potential structural limitation in the model to simulate phosphorus export in surface runoff. Second (Chapter 3), a retrospective analysis of land management changes simulated over the past several decades was completed to examine the influence of individual agricultural management practices on driving discharge and loading trends. While climate played a major role in driving discharge patterns, tillage had a significant impact on nutrient loading.

The city's Watershed Protection Program is intended to maintain and enhance the high quality of these surface water sources. Review of the New York City Watershed Protection Program assesses the efficacy and future of New York City's watershed management activities. The report identifies program areas that may require future change or action, including continued efforts to address turbidity and responding to changes in reservoir water quality as a result of climate change.
