Book excerpt: We employ the 1860 Census of Manufactures to study rural antebellum manufacturing in the South and Midwest, and find that manufacturing output per capita was similar across regions in counties specialized in the same agricultural products. The southern deficit in manufactures per capita appears to have been largely attributable to the very low levels of output in counties specialized in cotton production. This implies that it was the South's capabilities for the highly profitable cotton production, not the existence of slavery per se, that was responsible for the region's limited industrial development -- at least in rural areas. The other major finding is that in both the South and the Midwest measured total factor productivity was significantly lower in counties specialized in wheat (the most seasonal of agricultural products as regards labor requirements). This is consistent with suggestions that agricultural districts where the predominant crops were highly seasonal in their requirements for labor were well suited to support manufacturing enterprise during the offpeak periods.

Book excerpt: The American Reaper adopts a network approach to account for the international diffusion of harvesting technology from North America, from the invention of the reaper through to the formation of a dominant transnational corporation, International Harvester. Much previous historical research into industrial networks focuses on industrial districts within metropolitan centres, but by focusing on harvesting - a typically rural technology - this book is able to analyse the spread of technological knowledge through a series of local networks and across national boundaries. In doing so it argues that the industry developed through a relatively stable stage from the 1850s into the 1890s, during which time many firms shared knowledge within and outside the US through patent licensing, to spread the diffusion of the American style of machines to establishments located around the industrial world. This positive cooperation was further enhanced through sales networks that appear to be early expressions of managerial firms. The book also reinterprets the rise of giant corporations, especially International Harvester Corporation (IHC), arguing that mass production was achieved in Chicago in the 1880s, where unprecedented urban growth made possible a break with the constraints felt elsewhere in the dispersed production system. It unleashed an unchecked competitive market economy with destructive tendencies throughout the transnational 'American reaper' networks; a previously stable and expanding production system. This is significant because the rise of corporate capital in this industry is usually explained as an outworking of national natural advantage, as an ingenious harnessing of science and technology to solve production problems, and as a rational solution to the problems associated with the worst forms of unregulated competition that emerged as independent firms developed from small-scale, artisanal production to large-scale manufacturers, on their own and within the separate and isolated US economy. The first study dedicated to the development and diffusion of American harvesting machine technology, this book will appeal to scholars from a diverse range of fields, including economic history, business history, the history of knowledge transfer, historical geography and economic geography.

Born in 1850 in Athens, Georgia, to a family involved in the city's thriving manufacturing industries, Grady saw firsthand the potential of industrialization for the region. In Transition to an Industrial South, Michael J. Gagnon explores the creation of an industrial network in the antebellum South by focusing on the creation and expansion of cotton textile manufacture in Athens. By 1835, local entrepreneurs had built three cotton factories in Athens, started a bank, and created the Georgia Railroad. Although known best as a college town, Athens became an industrial center for Georgia in the antebellum period and maintained its stature as a factory hub even after competing cities supplanted it in the late nineteenth century. Georgia, too, remained the foremost industrial state in the South until the 1890s. Gagnon reveals the political nature of procuring manufacturing technology and building cotton mills in the South, and demonstrates the generational maturing of industrial laboring, managerial, and business classes well before the advent of the New South era. He also shows how a southern industrial society grew out of a culture of social and educational reform, economic improvements, and business interests in banking and railroading. Using Athens as a case study, Gagnon suggests that the connected networks of family, business, and financial relations provided a framework for southern industry to profit during the Civil War and served as a principal guide to prosperity in the immediate postbellum years.

In an attempt to dispel long-lasting myths about the South, the essays analyze the economic evolution of the South since the slave era. From this perspective, the conception of a backward, wholly agricultural antebellum South occupied only by wealthy planters, poor whites, and contented slaves has finally given way to one of economic and social dynamism as well as regional prosperity. In a coherent and cohesive progression of subjects, these essays show that the South had been deeply enmeshed in the Atlantic economy since the colonial period and, after the Civil War, retained distinctive needs that caused increasing departure from the course northerners adopted on matters of political economy. This comparative approach also helps explain the motivations behind the political choices made by the South as an eminently export-oriented region. This book shows that the South was not slower to develop with respect to industrialization than either the majority of the northern states, especially in the West, or the countries of Western Europe. In fact, the apparently disappointing performance of the New South's economy appears to be the result of more pervasive and largely uncontrollable trends that affected the national as well as the international economy. Global Perspectives on Industrial Transformation in the American South makes an important contribution to the economic history of the South and to recent efforts to place American history in a more international context.

Not only is family farming the predominant form of agriculture around the world, especially so in developing countries, it is also the agriculture of the future. By declaring 2014 the “International Year of Family Farming,” the United Nations has placed this form of production at the center of debates on agricultural development. These debates are often reduced to two opposing positions. The first advocates the development of industrial or company agriculture, supposedly efficient because it follows industrial processes for market-oriented mass production. The second promotes the preservation of family farming with its close links between family and farm. The authors of this book wish to enrich the debates by helping overcome stereotypes – which often manifest through the use of terms such as “small-scale farming, subsistence farming, peasant, etc.” Research work has emphatically demonstrated the great adaptability of family farming systems and their ability to meet the major challenges of tomorrow but it has also not overlooked their limitations. The authors explore the choices facing society and possible development trajectories at national and international levels, and the contribution that agriculture will have to make. They call for a recommitment of public policies in favor of family farming in developing countries and stress the importance of planning actions targeted at and tailored to the family character of agricultural models. But, above all, they highlight the need to overcome strictly sectoral rationales, by placing family farming at the core of a broader economic and social project. This book is the result of a collaborative effort led by CIRAD and encapsulates three decades of research on family farming. It will interest researchers, teachers and students, and all those involved in national and international efforts for the development of countries in the South.

It approaches the issue comprehensively and from interdisciplinary, comparative, and historical perspectives. Based on the Cuban example, Diaz-Briquets and Perez-L—pez challenge the concept that environmental disruption was not supposed to occur under socialism since it was alleged that guided by scientific policies, socialism could only beget environmentally benign economic development. In reality, the socialist environmental record proved to be far different from the utopian view. Between the early 1960s and the late 1980s the environmental situation worsened despite Cuba's achieving one of the lowest population growth rates in the world and having eliminated extreme living standard differentials in rural areas, two of the primary reasons often blamed for environmental deterioration in developing countries. The government's approach was to "conquer nature" and under its central planning approach, it did not take local circumstances into consideration. This disregard for the environmental consequences of development projects continues to this day despite official allegations to the contrary—as the country pursues an economic survival strategy based on the crash development of the tourist sector and exploitation of natural resources. An underlying conclusion of the book is that the environmental legacy of socialism will present serious challenges to future Cuban generations. Conquering Nature provides, for the first time, a relevant analysis of socialist environmental policies of a developing country. It will be of interest to students and scholars of Cuba and those interested in environmental issues in developing countries.
