Book excerpt: This bulletin 178, Operation of Hydraulic Structures of Dams, is an update of Bulletin 49A (1986), which was the second edition of Bulletin 49 (1984). The current update was prepared using developments and progress made in the last 30 years with operation equipment, staff building and training, and regulatory requirements. Bulletin 178 addresses the need for safe reservoir discharge under a variety of conditions, the dam operator’s staffing, evaluation (inspection) of the condition of operating equipment, and operation during unusual or extreme conditions. The operation during unusual or extreme conditions is generally focused on flood and the current abilities to predict significant precipitation events, monitor the flood approach and impact, and communicate and implement the actions needed for safe operation. An annex is provided with seven case studies that provide relevant histories for the subject matter. Ce Bulletin 178 est une mise à jour du Bulletin 49A (1986) qui était la deuxième édition du Bulletin 49 (1984). Cette mise à jour a été préparée en considérant les développements et les progrès réalisés au cours des 30 dernières années sur l’équipement d’exploitation, la constitution des équipes, la formation du personnel ainsi que les exigences réglementaires. Le bulletin traite de la nécessité d’un déversement sécuritaire du réservoir dans diverses conditions, de la dotation en personnel de l’exploitant du barrage, de l’évaluation (inspection) de l’état de l’équipement d’exploitation et de l’exploitation dans des conditions inhabituelles ou extrêmes. L’opération dans des conditions inhabituelles ou extrêmes est généralement axée sur les crues et la capacité actuelle de prévoir les précipitations importantes, afin de surveiller l’approche et l’impact des inondations, de communiquer avec le public pour mettre en œuvre les mesures nécessaires à une exploitation sécuritaire. Une annexe présente sept études de cas qui fournissent des antécédents pertinents pour le sujet.

Population in the seventeen western states has been and is expected to continue increasing. Groundwater levels are declining throughout the region with long-term pumping and increased demands leading to greater pumping lifts and costs, land subsidence, and salt water intrusion into groundwater basins. Construction and operation costs of future water development in these states will be great, both in dollars and in economic and social effects. Competition for the available water supply due to increased demands in both agricultural and non-agricultural sectors continues to increase. Although considerable attention has been given to some aspects of declining water supplies for irrigated agriculture in particular areas, this is the first volume to adress in a comprehensive manner the effects of scarce water supplies on agricultural production and the resultant impacts at regional, state, national, and international levels. Over seventy experts, representing all the major physical and social sciences as well as industries examine the issues and conclude that important decisions must be made at all levels of government and private enterprise if the prosperity and quality of life in the region are to be maintained. Specific technical, economic, institutional, and managerial solutions are recommended to forestall an impending water crisis. Book excerpt: This paper presents a conceptual framework for water accounting and provides generic terminologies and procedures to describe the status of water resource use and consequences of water resources related actions. The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Concepts and terminologies presented are developed to be supportive in a number of activities including: identification of opportunities for water savings and increasing water productivity; developing a better understanding of present patterns of water use and impacts of interventions; improving communication among professionals and communication to non-water professionals; and improving the rationale for allocation of water among uses. It is expected that with further application, these water accounting concepts will evolve into a robust, supporting methodology for water basin analysis.
