Book excerpt: Even though artificial insemination is a simple technique that has been practiced for over a century, it has long been carried out under poor conditions due to an inadequate understanding of repro ductive physiology and antagonistic socio-ethical attitudes. Accor dingly, until fairly recently it was a medical act with a limited scientific basis which was practised more or less clandestinely. The development of semen preservation has totally changed the conditions of artificial insemination, especially in regard to flexibility and safeguards in its application. Although the use of fresh semen continues, it is now clear that the future of arti ficial insemination is closely linked to semen preservation. During the past two decades, semen banks have been developed in many countries. This has most often been the result of the initiative of individual physicians in either the private or public sectors. In France, a national system of semen banks (CECOS) was begun in 1973. Although there has been cooperation within this system in the areas of both research and management, a need to com municate and compare experiences with those from other countries was perceived. Thus, the first International Symposium on Artifi cial Insemination and Semen Preservation was planned and held in Paris, France in April 1979. Thirty-seven countries were represented byihdividuals from many concerned disciplines.

It appears that further progress in the field requires a better grasp of the overall situation in optics and related subjects at the time and a more thorough study of every factor suggested to be of importance for the dispute. This book is intended to be a step in this direction. It examines the impact of the concept of interference of light on the development of the early nineteenth century optics in general, and the theory of light, in particular. This is not a his tory of the wave theory of light, nor is it a history of the debate on the nature of light in general: it covers only that part of the controversy which involved the concept of interference. Although the book deals with a number of scientists, scientific institutions, and journals, its main character is a scientific concept, the principle of interference. While discussing the reasons for accepting or rejecting this concept I have primarily focused on scientific factors, although in some cases the human factor is examined as well. The book is a revised Ph. D. dissertation (University of Minnesota, 1984) writ ten under Alan E. Shapiro.

"The naked public square"--which results from the exclusion of popular values from the public forum--will almost certainly result in the death of democracy. The great challenge, says Neuhaus, is the reconstruction of a public philosophy that can undergird American life and America's ambiguous place in the world. To be truly democratic and to endure, such a public philosophy must be grounded in values that are based on Judeo-Christian religion. The remedy begins with recognizing that democratic theory and practice, which have in the past often been indifferent or hostile to religion, must now be legitimated in terms compatible with biblical faith. Neuhaus explores the strengths and weaknesses of various sectors of American religion in pursuing this task of critical legitimation. Arguing that America is now engaged in an historic moment of testing, he draws upon Protestant, Catholic, and Jewish thinkers who have in other moments of testing seen that the stakes are very high--for America, for the promise of democratic freedom elsewhere, and possibly for God's purpose in the world. An honest analysis of the situation, says Neuhaus, shatters false polarizations between left and right, liberal and conservative. In a democratic culture, the believer's respect for nonbelievers is not a compromise but a requirement of the believer's faith. Similarly, the democratic rights of those outside the communities of religious faith can be assured only by the inclusion of religiously-grounded values in the common life. The Naked Public Square does not offer yet another partisan program for political of social change. Rather, it offers a deeply disturbing, but finally hopeful, examination of Abraham Lincoln's century-old question--whether this nation or any nation so conceived and so dedicated can long endure.

These have been the long-accepted goals of liberal education. In a liberal education, students should come to know and appre ciate a variety of disciplines, know them at an appropriate depth, see the interconnectedness of the disciplines, or the modes of thought, and finally have some critical disposition toward what is being learned, to be genuinely open minded about intellectual things. These liberal goals are contrasted with goals such as professional training, job preparation, promotion of self-esteem, social engineering, entertainment, or countless other putative purposes of schooling that are enunciated by politicians, administrators, and educators. The book's argument might be consistent with other views of education especially ones about the training of specialists (sometimes called a professional view of education)-but the argument fits best with a liberal view of education. The liberal hope has always been that if education is done well, then other per sonal and social goods will follow. The development of informed, critical, and moral capacities is the cornerstone for personal and social achievements.
