Book excerpt: The rapid growth of African cities means they have a great challenge in ensuring an adequate supply of food to satisfy their nutritional needs in terms of quantity, variety and taste, at accessible/affordable prices. Food supply and distribution systems (FSDS), whether formal or informal, are a key element. An efficient FSDS can increase the availability of food to the urban consumer, and at the same time increase the revenues of both traders and producers. However, there are a number of constraints that impede the efficiency of FSDS and these are discussed in the papers in this Bulletin that address the whole issue of food supply and food security. They are addressed towards urban managers and planners together with professionals and researchers concerned with urban food security.

Book excerpt: The production and use of evidence for agricultural policy is critical to prioritizing and targeting effective agricultural transformation reforms in African countries. International development organizations have supported programmes that promote evidence-informed policies, however, this support has often been focused on short-term and externally driven solutions, with limited impact in the long run. Faced with this scenario, there is now a growing interest in the role of resilient and sustainable national systems that can generate organic evidence-informed agricultural policy. Yet, there is limited knowledge on how to map out and analyse such systems, which is critical to fostering their emergence and the later uptake of evidence in policymaking. This study draws on ecological science and social network analysis to develop and test a framework that can help understand evidence-policy systems and their potential to sustainably promote evidence-informed policymaking in the agricultural sector. Applying this framework in Benin, the study found that beyond the Ministry of Agriculture, other organizations produce, broker or use evidence such as data, research, evaluation and expert knowledge in a context that is influenced by the institutional rules and setup, the incentives in place and the funding landscape. Furthermore, the paper analyses the sustainability of the evidence-policy system in Benin through its power, resilience and capability. Finally, it provides policy recommendations with the key entry points to improve on and how a system like this can be used to improve agricultural policymaking.

Ce travail est le résultat d'une réflexion impulsée par le ministère français des Affaires étrangères et menée par le groupe " Pôle de formateurs africains en politique agricole ". Il se compose de trois parties : une partie méthodologique décrit en détail la démarche en huit étapes, présentant pour chacune son objectif, son contenu, sa mise en œuvre, les concepts et outils qu'elle mobilise. Trois études de cas illustrent l'application de la démarche à une situation concrète. Enfin, des fiches expliquent les différents concepts utilisés et éclairent le lecteur sur certains points de méthode. Ce manuel constitue à la fois un support pédagogique, un guide pour les formateurs en politiques agricoles et un manuel de référence. Il exige une compréhension de base de l'économie mais ne fait appel à aucune connaissance approfondie de formalisation.
