Este manual le permite a los docentes crear un modelo práctico de evaluación que facilita la promoción y el éxito de los estudiantes. En la mayoría de países latinoamericanos se habla mucho de competencias, pero no se tiene bien claro que son y cómo aplicarlas en el contexto de la escuela y más complicado aún el cómo volverlas un elemento base para el proceso de evaluación. Este manual pretende ofrecer un enfoque o concepción básica de competencia en donde el docente en un lenguaje sencillo pueda entenderla en toda su esencia y aplicación. Otro aspecto importante de este manual está en ofrecer procedimientos que faciliten el proceso de evaluación en las instituciones educativas, acompañado de una serie de instrumentos que le permitan a las instituciones contar con herramientas que evidencien los avances de la evaluación en las instituciones, herramientas que le darán mayor forma al diseño curricular.

Por esto no puede ser evaluado utilizando una sola herramienta como se hacía antes al aplicar los exámenes de opción múltiple simple, sino que es necesario incluir otros instrumentos y procesos que coadyuven a tener una imagen más completa de lo que sucede para intervenir, ya que el fin de la evaluación deberá ser siempre la retroalimentación para aprender. En este contexto, los exámenes son solo una herramienta más que el docente puede aplicar para obtener la información, por lo mismo, este libro inicia por la descripción de la historia de su diseño, para continuar con los conceptos básicos, procesos, pasos, reglas y las metodologías para aplicar los exámenes por competencias diseñados por casos y problemas y los exámenes de respuesta construida por el sujeto. Este libro es un manual que lleva de la mano al lector para que aprenda a diseñar y aplicar cualquier tipo de examen según se presenten las necesidades en el proceso de evaluación. El libro finaliza con un capítulo especial sobre la aplicación de exámenes en preescolar, como una herramienta más para evaluar el aprendizaje, que sin convertirse en el instrumento para acreditar o calificar, ayude a recopilar la evidencia de aprendizaje que se necesita para tomar decisiones y seguir adelante.
