Nothing should be left for conjecture. Measurable perfection can be secured by first transcribing copy on the typewriter, and before releasing it for publication giving it as careful revision as is afterwards given proof sheets. In the end this will not only save time, but Department printing funds frequently exhausted in making author's corrections in proof will be available for other work. Typewritten copy (when a good quality of paper is used) is always preferable to manuscript, but all copy should be plain to produce good work. The following points are offered as suggestions which, if heeded, will enable this office to achieve the best results: 1. All paragraphs should be clearly marked on copy, thus avoiding vexatious misprints due to overrunning. 2. Photographs, drawings, cuts, etc., for illustrations should accompany manuscript. Each should bear the name of the publication to which it belongs, together with the figure or plate number, and necessary titles or legends for the same should be inserted at the proper place in copy. A complete list of plates and figures should always accompany the manuscript. 3. When a work is made up of several parts, or papers, a carefully prepared schedule of the desired arrangement should l)e forwarded with the manuscript. 4. Proper names and technical terms should be plainly and carefully written, using CAPITAL letters if necessary, and each should be verified before the copy is sent to the printer. 5. Details of capitalization and punctuation may be safely left to the printers and proof readers. It is part of their profession; they make a study of the subject, and will generally meet the author's taste. 6. Write only on one side of the paper. When printed matter covering more than one side of a sheet is used as copy, a duplicate should be furnished; otherwise much trouble is caused in cutting. 7. When, as an afterthought, new matter making more than a line is inserted, it should be written on a separate sheet and the place for its insertion clearly indicated. 8. Galley proofs will be furnished when desired. It is important that all corrections be made on the first proofs; later ones should be used only for purposes of verification. 9. Corrections in stereotype or electrotype plates usually do more harm than good. They weaken the plate and render new errors probable through damaged letters. 10. Authors and compilers are requested to direct those handling their manuscript to transmit the same to the Printing Office in flat form - never to roll the manuscript if it can be avoided.

Proper names, foreign words, and technical terms should be plainly written and verified. Manuscript and typewritten copy in a foreign language should be marked accurately as to capitalization, punctuation, and other peculiarities. Signatures which are illegible should be carefully rewritten on the margin. Abbreviations should not be used except when they are to be printed as written, in which case they should be marked "follow." Reference marks in text and tables should be arranged alphabetically across each page, beginning with " " (See table, p. 41.) Capitalization and punctuation, when not peculiar to the publication in hand, are details which may be safely intrusted to the compositors and proof readers. Photographs, drawings, etc., for illustrations should accompany manuscript, each bearing the name of the publication in which it is to be inserted and the figure or plate number. The proper place for each illustration should be indicated on the copy by title, legend, or otherwise. When a publication is composed of several parts, a scheme of the desired arrangement should accompany the first installment of copy. Write on one side of the paper only. When both sides are used, duplicate copy should be furnished. Additional matter making more than one line to be inserted in manuscript copy should be written on a separate sheet attached to the page on which it is to be inserted and the place for its insertion clearly indicated. All corrections should be made on first proofs submitted, later proofs being intended only for the purpose of verification. Plate corrections should be avoided. Important changes from the style herein set forth should be clearly stated in a sheet of instructions accompanying the copy. Copy should be sent flat, if possible. Requisitions for work containing illustrations should give explicit instructions as to whether or not illustrations should be furnished by the Government Printing Office, giving the number, indicating the process of reproduction, and, if reduction is necessary, instructions on the margin of each illustration. The size should be as nearly uniform as practicable. Work containing illustrations should be accompanied by a letter certifying that the illustrations are necessary and relate entirely to the transaction of public business. (See 33 Stat. L., p. 1213.) Some are arcane, some simply hilarious—and one editor, Carol Fisher Saller, reads every single one of them. All too often she notes a classic author-editor standoff, wherein both parties refuse to compromise on the "rights" and "wrongs" of prose styling: "This author is giving me a fit." "I wish that I could just DEMAND the use of the serial comma at all times." "My author wants his preface to come at the end of the book. This just seems ridiculous to me. I mean, it’s not a post-face." In The Subversive Copy Editor, Saller casts aside this adversarial view and suggests new strategies for keeping the peace.
